I never set up kid safe VPN profiles in iOS before but I got asked. Seems without an MDM service or AppleConfigurator the VPN switch may always be turned off as a bypass. Workarounds?

Can someone explain the scam? I read it’s called Brushing but don’t see the point. I got this in the mail.. a piece of cardboard. Then later two items under $20 which look like from Amazon I didn’t order. (No fraudulent account activity I can detect.) How does this jump to benefit the scammer?
