Last night at State House Entebbe, I met European Ambassadors and investors. I was pleased to learn that European investors are increasingly investing in Uganda, particularly in hydropower and other infrastructure projects. I have always told our European friends that Africa is a huge market because of its rapidly growing population. This is an opportunity we must all take advantage of. On tax incentives, I explained that our 10 year tax holiday for eligible manufacturers is meant to encourage investment, production and job creation. As our people produce and earn more, Government also collects revenue through consumer spending and income taxes.

I welcome the inclusion of Ugandan passport holders into South Africa's Electronic Travel Authorisation (ETA) system. Eligible travellers can now apply online for short-term visits of up to 90 days via eta.dha.gov.za. No physical visits to their mission or visa centre is required. This process is faster, more convenient and reliable. This is a practical and welcome result of our strong bilateral cooperation. I thank the two foreign ministers of our countries for quickly working towards this goal. Ugandan and South African friendship and co-operation remains strong. Mwebare.

I particularly thank the CDF and his commanders for fighting corruption in the army and improving the welfare of our soldiers. I am following the improvements in barracks and pay, but the fight against corruption is especially important because it directly affects the welfare of our men and women in uniform. To the new officers, remain disciplined, stay close to the people and serve Uganda with honour.

This evening at State House Entebbe, I received Dr. Labanya Margaret Mathya Ugila, South Sudan’s Minister of Trade and Industry, and her delegation, who are in Uganda for the Joint Business Forum. Uganda is already exporting goods worth about $700 million annually to South Sudan, but we can do much more. To grow this trade, we must address trade barriers, improve security along the Juba - Nimule road and advance the electricity transmission project. We also exchanged views on South Sudan’s forthcoming elections and the importance of peace, stability and continued cooperation between our two countries.

The Commonwealth of Nations is an international association we are deeply proud to be a part of as a country. Our history, use of the English language and very close ties with the United Kingdom make us a natural member of this organisation. We shall continue to support all its endeavors.

I closed the inaugural African Conference of Chiefs of Defence Forces on Military Operations Other Than War at Speke Resort Munyonyo. I reminded our defence leaders that security cannot be separated from a strong economy, political cohesion and strategic cooperation. A country cannot have a strong and safe defence force without a strong economy. We must create wealth through commercial agriculture, industry, services and ICT, and provide a bigger market through the AFCFTA and regional integration. Our defence forces must also adapt to emerging and non traditional security threats and contribute to peace and national development. Security and prosperity go together. I thank all the visiting Defence Chiefs, Intelligence Chiefs and Force Commanders for coming to Uganda and participating in this important conference. I wish them a good stay in Uganda.

*ODPP SECURES FIRST-EVER TERRORISM CONVICTION ARISING FROM VANDALISM OF ELECTRICITY INFRASTRUCTURE* The Office of the Director of Public Prosecutions (ODPP) has secured a first-of-its-kind conviction in a terrorism case arising from the deliberate vandalism and destruction of electricity transmission infrastructure, resulting in a 10-year prison sentence for terrorism. Today, 6 October 2026, the International Crimes Division of the High Court, presided over by Hon. Justice Dr. Andrew Bashaija, convicted Muwonge Ibrah alias Kimbowa Ibrah on two counts of terrorism and one count of terrorism financing under a plea bargain arrangement. He was sentenced to 10 years’ imprisonment for terrorism and 5 years for terrorism financing, to run concurrently. The case arose from a coordinated campaign to destroy electricity transmission infrastructure in parts of Central Uganda between November and December 2022. Fourteen high-voltage electricity pylons and poles forming part of the Owen Falls–Lugogo, Bujagali–Kawanda, Owen Falls–Namanve, and Kawanda–Kapeka transmission lines were cut or destroyed. The attacks caused widespread power outages and disrupted essential services, including water supply, health services, industry, communications, financial services, and education, resulting in significant economic losses and necessitating the deployment of an expensive emergency thermal power plant at Namanve to supplement the electricity supply to the Kampala Metropolitan Area. Investigations established that Muwonge Ibrah alias Kimbowa Ibrah was a leader of a subversive group known as the Uganda Defence Forces (UDF), which investigations linked to the Allied Democratic Forces (ADF). He used a WhatsApp group to mobilise and recruit youths and coordinated the destruction of electricity infrastructure as part of the group’s objectives to sabotage Government programmes, disrupt economic and social activities, and ultimately facilitate the overthrow of Government. Muwonge financed and facilitated the acts by providing money for the purchase of implements, transportation, and payment of those who carried out the vandalism. Mobile phone evidence, including photographs, videos, audio recordings, and communications, further linked him to the planning, financing, and execution of the attacks. About eight prosecution witnesses had testified before Muwonge opted for a plea bargain. The Court considered the grave and premeditated nature of the offences, the involvement of a gang, Muwonge’s role as a mastermind, the extensive damage to critical national infrastructure and loss, and the need for deterrence. The Court also considered his guilty plea, remorse, status as a father and breadwinner, and the fact that the offences did not result in loss of life. The case was prosecuted by Ms. Jacquelyn Okui, Chief State Attorney, Office of the Director of Public Prosecutions. This landmark conviction underscores the seriousness with which Uganda treats attacks on critical national infrastructure and demonstrates the ODPP’s commitment to holding accountable those who finance, facilitate, or participate in acts of terrorism that threaten national security, essential services, and the country’s economic stability.
