As I've said a few times now -- I don't think the plans for fiscal devolution are getting the attention they deserve. Here's what we'll be looking out for @theIFS tomorrow
Alongside the #Budget, @JohnHealey_MP will publish a #fiscaldevo roadmap!
We @TheIFS want this to:
⚖️Clearly align policy design with policy intent - including on the balance between incentives for growth, and redistribution to address inequalities & insurance against shocks...
Chancellor @JohnHealey_MP heads into Wednesday’s Budget with less fiscal headroom and defence spending adding real pressure. @beeboileau and @MaxWarnerIFS (@TheIFS) lay out the hard choices ahead: funding further defence increases means cutting elsewhere, raising taxes, or borrowing more - now and in the years beyond.

At tomorrow’s Budget, take in the overall outlook for the public finances – beyond just one “headroom” number.
We use a set of “fiscal traffic lights” to make this easier – you can see back in March these looked relatively concerning, particularly in the short run.

📈#IFSSatStat: The Chancellor has inherited plans that would see spending roughly flat as a share of GDP in coming years, and tax revenues continue to grow as previously announced tax rises kick in.
A key choice will be whether to stick to these plans at the Budget.
