Held talks with President Vladimir Putin of the Russian Federation at the Kremlin, Moscow, after the conclusion of the Russia-Africa Summit.
Thanked President Putin for confirming that Kenyans will no longer be enlisted into the Russian military because Kenya has been categorised a non-source country for recruitment into the Russian military.
Informed President Putin that I have appointed a Defence Attache at the Kenya Embassy in Moscow, who will liaise with the Russian Ministry of Defence in processing the return of Kenyans who were in Russia for military purposes.
Additionally, the Defence Attache will work with the Russian Ministry of Defence to process compensation for Kenyans and to assist in their safe return home.
We also discussed scholarships in various fields for Kenyan students, including health, artificial intelligence, technology, aviation and cyber security, and to increase the number from the current 70 to 300.
President Putin committed to support the expansion of the United Nations Office in Nairobi, the only UN headquarters in the developing world.
We also agreed that our two governments would negotiate a bilateral labour agreement that would allow Kenyans to live and work in Russia.
In recognition of the deepening ties between our two countries, I invited President Putin to visit Kenya.
During the Russia-Africa Summit, our two countries signed five instruments aimed at deepening our bilateral ties. They include the establishment of the Intergovernmental Russia-Kenya Commission on Economic Cooperation and Cooperation in Labour Inspection and Employment Promotion.
Others cover cooperation between our two Transport ministries, visa free travel for holders of diplomatic and service passports and collaboration in diplomatic training.
For generations, Africa has contributed immensely to the creation of global wealth yet captured only a fraction of the value generated from these resources.
We are now determined to forge partnerships that enable Africa to derive greater prosperity from its resources while creating new opportunities for our international partners.
We invite Russia to deepen its partnership with Africa by investing in productive capacities across key sectors of our economies, including education, agriculture, research and innovation, healthcare and artificial intelligence, among others.
Delivering Kenya’s statement at the Third Russia-Africa Economic and Humanitarian Forum at the Kremlin in Moscow, Russian Federation, called for reforms of the international financial architecture to make it more responsive to the development needs of African nations.
The Smart City Development on the outskirts of Moscow, Russian Federation, spearheaded by Sberbank Group, the country’s largest financial conglomerate, offers valuable lessons for Kenya as we explore innovative approaches to urban development, dignified and sustainable living, and the integration of technology into public service delivery.
Toured the impressive 1,140-acre development, which features 65,000 housing units, thousands of office spaces, a cutting-edge waste management facility, a hospital, schools and environmentally sustainable infrastructure.
The housing development demonstrates how integrated planning can create modern, efficient and liveable urban communities.
Was particularly encouraged by Sberbank Group’s readiness to partner with Kenya in harnessing Artificial Intelligence (AI) to transform healthcare and education, improving service delivery and expanding access to quality services for our country.
The Russia-Africa relationship is rooted in a history of engagement, including Russia’s contribution to Africa’s struggles for independence and the development of scientific, educational and technical capabilities in several African countries.
We have an opportunity to build on that history by giving our partnership a stronger economic and developmental foundation as Africa readies itself to claim its rightful place in the markets, factories, laboratories, research institutions and innovation centres of the world where the future of the global economy is being created.
