NEWS: A half-billion (R552 million) tender to rehabilitate a stretch of 10 kilometers of a road in Empangeni in northern KwaZulu-Natal has raised eyebrows within the provincial Department of Transport led by MEC Siboniso Duma.
The tender was awarded to a company called KaMawewe Development Consultants which is based in Pietermaritzburg and it was awarded in November last year.
A whistleblower in the department said “a lot does not add up” with the money to be paid by the department. The whistleblower added that the Department appears to have failed to look into the amount before appointing the company.
According to the letter of acceptance signed by the acting director for supply chain management identified as Mrs P. Mshengu, the tender entails rehabilitating the portion of P230, a stretch between Thornhill Estates and eMpangeni.
“We have pleasure in accepting your tender for the execution of the above contract… The tender price for the project is R552 183 023.26 including VAT,” reads part of the acceptance letter obtained by the African Times.
This project aims at rehabilitating approximately 10,0km of the P230 road while increasing the width of the road to 10,0m which would consist of two 3,5m lanes; two 1,5m surfaced shoulders and the construction of 1,0m wide gravel shoulders on both sides of the road and the replacement of one culvert at a water crossing.
The spokesperson of the department, Ndabezinhle Sibiya said the tender document specified what the winning party would be doing on-site but did not justify the cost.
KaMawewe did not respond when it was asked about the price of the tender and how it arrived at the figure - The News Box
