Royal Cabinet Communiqué on the United Nations Security Council Meeting Concerning the Moroccan Sahara Rabat, 30 October 2026 During its meeting held today, 30 October 2026, the United Nations Security Council did not extend the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO). This constitutes a significant development and a major step towards the definitive closure of the Moroccan Sahara issue within the United Nations. This landmark development coincides with the celebration of Unity Day, instituted by His Majesty King Mohammed VI, may God grant Him victory, to mark a decisive break with previous approaches to this issue and a transition from a logic of mere management towards an approach grounded in a profound transformation of its underlying parameters. Accordingly, the non-renewal of MINURSO's mandate clearly means that the Mission's presence in the Kingdom's Southern Provinces, particularly its personnel, vehicles, equipment and insignia, should come to an end in the coming days. A 35-year chapter has thus been brought to a close. Inherited from a historical context that has become obsolete, this Mission long served as an instrument for the internationalization of the regional dispute concerning the Kingdom of Morocco's legitimate recovery of its Saharan provinces. Furthermore, the non-renewal of MINURSO's mandate should bring an end to the referral of this issue to the Security Council and lead to its removal from the Council's agenda. Consequently, there would no longer be any justification for the Security Council's regular periodic meetings devoted to the Moroccan Sahara, the related reports of the United Nations Secretary-General, or briefings by His Personal Envoy. The United Nations-led political process, regrettably characterized by the delaying tactics of the other parties, their insistence on perpetuating deadlock and their determination to maintain the status quo, would thus come to an end. Similar measures are expected to be taken in the near future within other United Nations bodies. While Morocco welcomes this development, it remains firmly committed to the ceasefire, with full respect for its territorial integrity and unity, its national security and the peace and security of its citizens. Moreover, the international diplomatic momentum initiated by His Majesty King Mohammed VI, may God preserve Him, will continue at both bilateral and regional levels. This momentum has already succeeded in mobilizing substantial international support, with more than two-thirds of United Nations Member States, including permanent members of the Security Council and influential global powers, clearly endorsing the Moroccan Autonomy Initiative, under Moroccan sovereignty, as the sole framework for resolving this regional dispute. --- ROYAL CABINET COMMUNIQUÉ — ENGLISH TRANSLATION Translated from the Arabic text provided. 🔴🟢||▪︎ UN Security Council Rejects Russian Draft Resolution on MINURSO as France Strongly Criticizes Moscow The United Nations Security Council failed to adopt Russia’s draft resolution proposing a technical extension of the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO). The proposal received 3 votes in favor, 1 against, and 11 abstentions, falling short of the nine affirmative votes required for adoption. In a statement following the vote, France’s representative strongly criticized Russia’s position, accusing Moscow of obstructing the adoption of the U.S.-drafted resolution by exercising its veto power, despite the proposal securing the support of 11 Security Council members. The French representative emphasized that negotiations on the American draft had been inclusive, allowing all Council members to participate and submit amendments, many of which were incorporated into the text. France also criticized Russia for introducing its alternative resolution at a late stage rather than continuing negotiations toward a consensual outcome within the Security Council. Morocco: A Geopolitical Power That Cannot Be Overlooked — Russia Must Reassess Its Strategic Calculations The Kingdom of Morocco, under the wise leadership of His Majesty King Mohammed VI, has demonstrated that its diplomatic influence, geostrategic position, and capacity to forge strategic partnerships have established it as an indispensable actor in regional and international geopolitical dynamics. Through a diplomacy characterized by patience, clarity, and unwavering determination, Morocco has successfully encouraged several international actors to reconsider their positions and reassess their strategic interests. The Kingdom is equally capable of prompting Russia to reconsider its calculations regarding Morocco’s territorial integrity. Moscow must recognize that Morocco is far more than a conventional diplomatic partner. It is a geopolitical power strategically positioned at the crossroads of the Mediterranean Sea and the Atlantic Ocean, serving as a vital gateway to Africa and an increasingly influential actor in the international security, energy, and trade architecture. While states may differ in their positions within the United Nations Security Council, strategic interests ultimately require a reassessment of geopolitical balances, power dynamics, and international partnerships. The time will come when Moscow gains a deeper appreciation of Morocco’s strategic importance and exceptional geopolitical position, recognizing that the development of balanced and sustainable strategic relations with the Kingdom necessarily requires respect for its fundamental national interests and sovereign priorities. Morocco does not need confrontation or escalation to demonstrate its international standing. The Kingdom possesses the geopolitical assets, sovereign capabilities, diplomatic leverage, and strategic reach necessary to defend its national interests with consistency, determination, and confidence. #Morocco #MoroccanSahara #Russia #MoroccanDiplomacy #Geopolitics #StrategicRelations #TerritorialIntegrity #NajibStrategy #NajibCommunication #StratWire #AddadiNajib

The Human Dimension of Morocco’s National Security: Beyond Law Enforcement Under the leadership of King Mohammed VI, Morocco’s national security institution has strengthened its social and humanitarian dimension. Under Director General Abdellatif Hammouchi, initiatives supporting police officers, families of fallen officers, widows, retirees, and children have become an important component of institutional welfare. From exceptional promotions and housing assistance to healthcare, educational scholarships, and disaster relief, these measures reflect an approach that places human dignity alongside operational effectiveness. My assessment: A modern security institution is measured not only by its capacity to enforce the law, but also by its commitment to protecting those who serve and supporting their families. ⏺️ Morocco–Libya Security Cooperation: Emerging Geostrategic Stakes **SECURITY, DEFENSE & INTELLIGENCE | GEOSTRATEGIC INSIGHT | October 29, 2026** The visit of Libyan military chief Khaled Haftar to Rabat, followed by Moroccan intelligence director Mohamed Yassine Mansouri’s participation in security talks in Benghazi, signals expanding strategic engagement between Morocco and eastern Libya. The geostrategic stakes include counterterrorism, intelligence sharing, military coordination, transnational crime and security across the Sahel–Sahara corridor. **Strategic Assessment:** This rapprochement could strengthen Morocco’s regional security influence while introducing new diplomatic considerations amid Libya’s institutional divisions. ⏩️⏩️ GEOSTRATEGIC INSIGHT continues monitoring the military, intelligence and geopolitical implications of this cooperation on Facebook and X. #Morocco #Libya #MilitaryCooperation #Intelligence #SahelSecurity #Geopolitics #StrategicInsight 🔘 Morocco’s Eastern Libya Outreach: Security Cooperation, UAE Influence and the New Maghreb Equation SECURITY, INTELLIGENCE & GEOPOLITICS | GEOSTRATEGIC INSIGHT | October 29, 2026 Morocco's expanding military and intelligence engagement with eastern Libya signals an important development in North Africa's security architecture, at a time when regional rivalries increasingly intersect with instability across the Sahel. On October 12, Khaled Haftar, chief of staff of eastern Libya's armed forces, met General Mohammed Berrid, Inspector General of Morocco's Royal Armed Forces, in Rabat. Ten days later, Moroccan and Libyan intelligence services, in cooperation with the United Nations Office of Counter-Terrorism, co-organized a high-level security meeting in Benghazi attended by Saddam Haftar and international delegations. These developments demonstrate that Morocco's engagement with Benghazi now extends across military and intelligence channels. An October 29 investigation by Africa Intelligence interprets this rapprochement within a broader regional configuration involving the United Arab Emirates, the Haftar leadership and Israel. The timing is geopolitically significant. Algeria severed diplomatic relations with the UAE on September 10, amid competing regional interests extending from Libya to the Sahel. Morocco's contacts with Benghazi therefore unfold within an increasingly contested strategic environment. For Rabat, eastern Libya represents a potential channel for security dialogue concerning transnational terrorism, illicit trafficking and instability along corridors connecting Libya with Niger, Chad and Sudan. However, overlapping relationships do not necessarily establish a coordinated Moroccan–Emirati–Israeli strategy in Libya. No publicly verified evidence examined for this assessment demonstrates such an operational arrangement. Morocco's established diplomatic role, including the 2015 Skhirat Agreement and subsequent inter-Libyan consultations, also places these contacts within a broader framework of political mediation. The central question is whether the emerging military and intelligence relationship will reinforce Libya's institutional reunification or deepen competition among external actors. Key indicators include formal defence agreements, sustained intelligence cooperation, reactions from Tripoli and developments along southern Libya's security corridors. For Morocco, the strategic significance lies in maintaining access to influential Libyan security actors while preserving its diplomatic role in support of a unified Libyan state. The emerging relationship is therefore better understood as an expansion of Morocco's regional security engagement than as established evidence of its incorporation into an externally directed geopolitical bloc. #Morocco #Libya #Haftar #NorthAfrica #SahelSecurity #Geopolitics #Intelligence #StrategicInsight

🔴🟢||▪︎ BREAKING | U.S. Draft Resolution on the Moroccan Sahara Retains Autonomy as the Sole Basis for Negotiations Attention is turning to the United Nations Security Council ahead of the anticipated vote on October 30, 2026, on the U.S.-drafted resolution concerning the Moroccan Sahara. According to Italy’s Agenzia Nova, the draft maintains Morocco’s Autonomy Initiative as the sole basis for negotiations aimed at resolving the regional dispute. Washington has introduced amendments to the draft, including the removal of a binding timetable for reducing the personnel of the United Nations Mission for the Referendum in Western Sahara (MINURSO), while retaining a proposal to rename the mission and strengthen the UN-led political process. Strategic Assessment: The significance of the draft lies in the potential shift from managing the dispute to structuring negotiations around autonomy under Moroccan sovereignty, a development that could strengthen Morocco’s diplomatic and negotiating position. However, the ultimate implications will depend on the final wording of the resolution and the outcome of the Security Council vote. The provisions currently under discussion have not yet acquired the status of an adopted and binding UN decision. Speaking on Wednesday, October 28, 2026, during Saâat Al-Saraha on Morocco’s 2M television channel, Lekjaa reaffirmed the Kingdom’s ambition to host the 2030 FIFA World Cup final. He highlighted the stadium’s planned capacity of approximately 115,000 spectators, making it one of the largest football venues in the world and a central component of Morocco’s World Cup preparations. Lekjaa explained that the project extends beyond sporting infrastructure, incorporating major railway connections, road networks, public transportation and urban development projects across Greater Casablanca and the surrounding region. He also indicated that completing the stadium two years before the tournament would allow Morocco’s national team and domestic clubs, including Raja and Wydad Casablanca, to use the venue and potentially host major football events ahead of 2030. Regarding the World Cup final, Lekjaa reiterated Morocco’s ambition to stage the decisive match, emphasizing the stadium’s exceptional capacity and the importance of meeting FIFA’s organizational requirements. He further stressed that the tournament, jointly hosted by Morocco, Spain and Portugal, represents more than a sporting event, marking the centenary of the FIFA World Cup while promoting cultural exchange, shared Mediterranean heritage and closer relations between peoples.
