You know, if the stuff that @DataRepublican uncovered is legitimately in play and the military and intelligence officers involved are treating it like a campaign then a military-minded person might think that all of those billboards and messages telling troops not to follow unlawful orders were part of Information Operations supporting Phase 0 (Shape).
