In June, the Ukrainian army began offering new contracts, an experiment in reforming mobilization under former Defense Minister Fedorov. Infantry were promised about ten times the average wage. More importantly, service would end after 10 to 24 months rather than drag on until a demobilization nobody can date.
Four months later, according to Roman Kostenko, secretary of the parliament’s defense committee, only 8,600 people had signed, and that number includes soldiers already serving. Like the even more lucrative “youth contracts” last year, the “Fedorov contracts” have failed to attract any significant number of volunteers.
Russia, meanwhile, has not launched the new mobilization wave so many predicted after the Duma elections, apparently because there has been no significant drop in the number of volunteers so far.
Why comparable material incentives have worked far better for Russia than for Ukraine is a key question of this war. I argue that the main reason is not an imbalance of resources but an imbalance of state capacity, and of how much people trust the order their states have established. The deepening crisis of the Ukrainian state, which this war is supposedly about, may be the single most important factor deciding its outcome.

Qatar has fallen from 2nd to 7th among LNG exporters.
In Q3 2026 it shipped 4.0 Mt, against 20.4 Mt in an average 2025 quarter.
That’s −80%.
Today in Moscow, 🇷🇺 Putin told the Emir of Qatar that market stability “depends on our effective joint work, coordination”.
Both are shipping less:
🇶🇦 Qatar −80%
🇷🇺 Russia −11% from its plants
The 🇺🇸 US is shipping more: 31.7 Mt in Q3, +15%.
🇦🇺 Australia moved up to 2nd. 🇳🇬 Nigeria moved from 7th to 5th.
Putin called it the main problem: “large amounts of supply dropped out of the market in a short period, but demand did not go anywhere.”
That missing supply now ships from the US Gulf Coast.

The reason for the return of diplomacy between Europe and Russia is the change in the geopolitical and geoeconomic environment. With oil at over $100, and France on the brink of a debt crisis, Europe is politically and financially not able to maintain its support for Ukraine at the level needed for Ukraine to resist Russia's advance, let alone push back. At no point during the last five years did western European leaders have a strategy to secure Ukraine's victory. Nor did they have a strategy for peace. It is too early to say what yesterday's call between Støre, Stubb and Putin will accomplish, but we are now entering a different phase.

Putin on Europe:
Europe is dealing a blow to its own industry and social sector by rejecting Russian energy supplies and terminating long-term contracts.
You know, in Russia, we have a saying: "Don't dig a pit for someone else, or you might fall into it yourself."
In my view, that is exactly what has happened today in the countries of the European Union.

This week, Moscow hosts the third Russia–Africa Summit. Of Africa’s 54 countries, 48 are taking part, with 22 represented by their heads of state (which means a lot of meetings for Putin and other top officials).
It’s a smaller gathering than the inaugural Sochi summit in 2019, but larger than the last one in St Petersburg in 2023.
Meanwhile, here’s the Russian lunch being served to the African guests.
The menu includes herring from the Russian Far East, smoked Murmansk halibut, lightly salted Karelian trout, Kaliningrad sprats, cucumbers from Lukhovitsy, Stavropol tomatoes, beef chebureki, Dagestan lamb chops, Bryansk-style fried potatoes, beef stroganoff, ratatouille made with Krasnodar vegetables and an assortment of Russian desserts.

The image of the Houthis as a primitive militia fighting barefoot is misleading and increasingly outdated. This cave-based command post features a satellite-connected laptop, tablet, secured landline telephone, two-way radios, printer, and solar-powered electrical systems. Notice the communications reference card hanging around his neck, it contains radio call signs, unit identifiers, and command codes used for coordination and mobilization. This is an organized military communications infrastructure, not simply men with rifles and sandals. This is the result of 22 years of fighting an insurgency, adapting, and learning on the battlefield, combined with lessons drawn from Lebanese Hezbollah, Iraq’s Islamic Resistance, and Iran’s IRGC Quds Force.
