France 🇫🇷 has simply DECIVILISED. One of the first things that strikes a Frenchman arriving in Poland is how people react when something goes wrong around them. Someone behaves outrageously, intimidates another person, or violates elementary rules of decency. People intervene. They confront the offender. They consider maintaining public order their own RESPONSIBILITY. At first, this seems extraordinary to a Frenchman... Then you realize that it should be perfectly normal. What becomes extraordinary is how passive, frightened, and morally disarmed French society has become. France has undergone a profound process of decivilization. Its inherited moral foundations have progressively eroded, while responsibility for maintaining social order has been transferred almost entirely to the state. The result is a society increasingly incapable of regulating itself. In France, intervening is often considered inappropriate, even aggressive. People look away, pretend not to notice, or wait for the police. Courage becomes recklessness, responsibility becomes interference, and cowardice disguises itself as civilized restraint. I remember a teacher telling my parents when I was a child: "Nicolas is very courageous." I never understood what she meant. Today, I think I do. What she considered exceptional was simply what my half-Polish upbringing had taught me to regard as normal. The danger of cowardice is that it becomes cumulative. Every injustice tolerated, every intimidation ignored, every act of disorder left unchallenged makes the next one easier. Eventually, society loses not merely the courage to defend its standards, but the expectation that anyone should defend them. That is what decivilization means: a society that still possesses the institutions of civilization but progressively loses the human qualities necessary to sustain them. And no amount of public expenditure, legislation, or administrative intervention can replace those qualities.
