The Minister for Water and Environment, Maj Gen Kahinda Otafiire has told the Committee on Physical Infrastructure that tests carried out on the Intelligent Transport Monitoring System (ITMS) raised doubts on whether the technology could locate vehicles after their number plates were removed.
Otafiire’s submission came after Gen Katumba Wamala defended the project as a key security intervention aimed at detecting crime through integrated vehicle monitoring.
Otafiire inferred that the Uber, a hailing car service has a more advanced system than what is being used in the ITMS which he says just has trackers.

The Ambassador of @embassy_korea, H.E. Lee Sang-ho, paid me a courtesy visit to Parliament this morning. Napak Woman MP and Commissioner, Hon. @faithchuna1, Mukono Woman MP Hon. Amaniyo Draville Sheila, and Lamwo County MP Hon. Johnson Nyeko Kezekiya joined me in welcoming him.
South Korea is a country that has taken its bilateral relations with Uganda seriously since we gained independence.
I thanked the Ambassador for the support South Korea has extended to Uganda over the years and continues to provide towards our development.
We discussed areas where we can further strengthen our partnership, including parliamentary diplomacy, technology transfer and attracting more investors from South Korea. South Korea has transformed its Parliament into an e-Parliament, and there is a lot we can learn from its experience as we continue our efforts to digitise our Parliament and improve the way we serve citizens.
Through the Saemaul Undong (New Village Movement), South Korea established a model village in Mpigi, inspired by the country’s rural transformation strategy of the 1970s. Anyone interested in rural transformation should visit the model village and learn from its experience.
Like many Koreans, Ambassador Lee Sang-ho is a good golfer. I look forward to having a match with him soon.

Deputy Speaker @Thomas_Tayebwa this morning opened a two-day induction for Parliament’s Committees on Climate Change, and Natural Resources at Mestil Hotel in Kampala.
He told MPs that Parliament should move beyond responding to disasters after they occur and focus more on prevention and building resilience. He said Parliament’s four core mandates—legislation, appropriation, oversight and representation—give MPs the tools they need to drive meaningful action on climate change.

Deputy Speaker @Thomas_Tayebwa has advised 155 newly trained Community Health Extension Workers (CHEWs) in Mitooma District against treating patients or setting up informal clinics, telling them to concentrate on health education, disease prevention and linking communities to health facilities.
Tayebwa told the community health workers to instead become the government’s eyes and ears within communities by identifying health risks, educating households and referring people to appropriate health facilities.
“You’re not a doctor; don’t start acting like doctors, don’t set up clinics. Don’t attempt to treat anyone. That is not your job,” he said.
He was speaking on Monday during the passing-out ceremony for the community health extension workers at the Mitooma District headquarters, where he joined Ministry of Health officials and district leaders to mark the completion of their training.
The workers are expected to take health promotion closer to households, in areas where residents may face difficulties accessing health facilities. Their responsibilities include community sensitisation, disease surveillance, encouraging immunisation and antenatal care, identifying health risks and referring patients for professional treatment.

Today the NRM Parliamentary Caucus met at Kololo under the National Chairman, President Yoweri Museveni — the fourth sitting of the first session of the 12th Parliament, after recess. Dr Jane Ruth Aceng briefed the meeting.
The President told MPs to return to NRM methods: barazas and direct contact, not costly events that distance leaders from the people. He pointed to Hon. Balaam Barugahara’s village-level anti-corruption work as the approach he wants applied after the fight against corruption in the army.
On PDM, every MP must check who has received the Shs 1 million and who has not, so the 33 percent still outside the money economy are covered. Funds for persons with disabilities, raised by Hon. Laura Kanushu, must not be diverted.
Wetland occupants must leave. In Busoga, Bukedi and Kigezi, Government will support a shift into fish farming. Irrigation is now a must. On security, he flagged killings in Ibanda, cattle theft in Kyankwanzi and theft in Kagadi, and tasked Internal Affairs and the police to act. MPs must report livestock and coffee theft and murders.
He also pressed Ayago and further power, including solar and nuclear, the railway, and the Hoima refinery under a value-addition strategy.
Dr Aceng conveyed condolences to Tooro on the passing of King Oyo and congratulations to King Edward Kijanangoma Nyabongo I. She reported 75 petitions involving NRM MPs and flag bearers, and asked for support with legal costs. She also updated the meeting on the Agriculture Regulatory Bill, 2026, and the Kampala Expressway toll report, which recommends investigations by the IGG, DPP, CID and URA.
The Caucus adopted nine resolutions: fight corruption through ground supervision, including in health and education; watch crime; monitor PDM; protect PWD funds; prioritise water and irrigation; support Ayago, Kiba, solar and nuclear; back the railway and oil refinery; and support East African and African integration toward a common market.
From Kibale County, that is the work: follow the money to the household, protect the wetland, and stay with the people.

On the political-economic front, the young People must understand and support the reasons for the economic integration of Africa in the form of the common market and for the political integration of East Africa, leading into the Political Federation of East Africa and possibly for other zones that are compatible. This is to guarantee our prosperity by creating a big and reliable market for the wealth-creators of Africa to sell their products and services and expand, while the regional Federations, guarantee our strategic security by enabling us to defend ourselves on land, in the air, at sea and in space.
It is good for the young People to be attracted by sport, music, fashion, etc. I was when I was young. Indeed, I was a footballer and a cricketer. We, however, quickly learnt that games, music, leisure, are not possible where there is no wealth or security. That is how I had to invest more than 60 years of my now 82 years in search of wealth and security for Ugandans and also some small efforts in Africa.
I am ready to debate this with the youth and all those interested in the social-media.
Signed:
Yoweri K. Museveni

Fellow Ugandans, especially the Bazzukulu and other well-wishers beyond Uganda.
I have seen the millions of messages congratulating me on my 82nd birthday, led by my nuclear family members—Maama, Muhoozi, Natasha, Patience, Kyaremeera and those of my wider family of the NRM, the other Ugandans, the East Africans and those beyond East Africa. Thank you so much.
My social-media handler, Precious Kamwiine, told me that there were 8 million such messages. I thank God for the 82 years. I thank God for the peace in Uganda and the progress—agriculture, oil, other minerals, factories, etc. The present unreliable rains are a reminder that we should not take nature for granted. Those in the wetlands or forests or other protected areas, must get out so that we keep the treasure God gave us.

I addressed the NRM Caucus today at Kololo and reminded our leaders to go back to the correct methods of the NRM, follow up Government programmes and make sure they reach our people.
This is why PDM must reach the people, while our wetlands must be protected. Those occupying them must get out. In Busoga, Bukedi and Kigezi, we shall help them move to fish farming, giving us income as well as water for irrigation.
