The following statement is attributed to Blockchain Association Chief Policy Officer @lindsayfraser0 following the @USOCC’s final rule implementing the GENIUS Act:
At the @USOCC, we have worked diligently and expeditiously to deliver the GENIUS Act final rule ahead of schedule to support President Trump's vision and @SecScottBessent's leadership to grow the economy and lead the global digital currency revolution. Today marks the birth of a new industry having a federal framework for payment stablecoins in the digital age. It also brings us back to our original mission when the OCC was charged with the responsibility for organizing and administering a system of nationally chartered banks and a uniform national currency.

For years, American builders sought clear rules for capital raises w/ crypto assets. It wasn’t a radical ask but a call for rational, notice & comment rulemaking. Chairman Atkins’s SEC is delivering the good governance the U.S. deserves. @BlockchainAssn offers comment to ensure the rules deliver on their promise.

8/ Capital formation depends on liquid secondary markets. We encourage the Commission to address intermediary registration, create a tailored framework for trading venues, and support 24/7 trading and self-custody.

The BA team is on the ground in Washington doing critical work for the entire industry. Must-follows: @LindsayFraser0 and @JackSolowey of @BlockchainAssn for key policy and legal updates and insights.
Getting GENIUS implementation right means respecting the protections Congress included for DeFi, drawing clear lines between issuers and secondary market activity, and ensuring compliance obligations are workable in practice. Huge thanks to @JackSolowey, @Advocate4Web3 and our members for their hard work on this important response!

6/ We also asked Treasury to rule out an open-ended “functional equivalent” test for monetary value, revisit its cost estimates, and align the effective date with related GENIUS Act rules. Read our full comment letter: theblockchainassociation.org…

5/ Fourth: location. On permissionless protocols, a firm may see only a wallet address. The proposed “reasonable belief” standard should give way to one based on actual knowledge and information gathered in the ordinary course.

4/ Third: foreign-issued stablecoins. The proposal requires open-ended diligence on foreign issuers many exchanges have no relationship with. Congress already created public lists of registered issuers and trading bans. Firms should be able to rely on them.
