Gabriela Rodríguez Tezoco died after falling from an amusement ride known locally as The Pendulum during festival celebrations in Cabo San Lucas on October 20.
She was taken to hospital but died from her injuries the following morning.
The ride has been shut down as authorities investigate the circumstances surrounding the tragedy, including whether safety procedures were followed.
Authorities have also replaced the municipal Civil Protection chief while the investigation proceeds. Officials have not yet established the cause of the fall or confirmed negligence.
