Wars are easier to begin than to end. Political leaders set the purpose; military commanders translate that purpose into objectives; and armed forces apply force to break the adversary’s ability or will to resist.
The assumption that adequate pressure will compel the desired political outcome is fair. But military pressure does not automatically produce political compliance. Nor does destroying an adversary’s capabilities tell us whether the war has achieved its intended purpose.
In this timely piece for #CAPSS, Gp Capt Vivek Naik, Senior Fellow (@vivnaik77) dissects the nature of modern warfare and eloquently states that modern wars and conflicts begin without clearly laid out politico-military objectives and a desired end-state, that contributes to the enduring nature of war. He makes this argument considering the evolving scenarios in the Israel-US-Iran conflict and the Russia-Ukraine war.

In this #ExpertSpeak article, Air Vice Marshal GK Mohan (Retd) explains the rationale behind India’s cautious approach to the adoption of #Starlink. He argues that communication is no longer merely another broadband service.
Instead, he asserts that #communication constitutes #StrategicInfrastructure that shapes intelligence, surveillance, military operations, internal security, and crisis management in a rapidly changing geopolitical environment.

India and China share several transboundary rivers, though there is no water treaty between them. Cooperation operates through river-specific MoUs, mainly for the Brahmaputra and the Sutlej, however data sharing on the Brahmaputra has been suspended since 2023 after the MoU lapsed.
In the latest Issue Brief, Prahlad Kumar Singh looks at how these arrangements have worked so far, including the MoUs and the Expert-Level Mechanism, and where they fall short. With China building the Yarlung Tsangpo mega-dam near the Indian border, the bigger worry now is the lack of information about upstream projects.
The Brief argues that MoUs and the ELM can only be temporary measures. Without a proper treaty between the two countries, there will be no long-term resolution.

On the occasion of the Silver Jubilee of CAPSS, Its annual flagship publication- Asian Defence Review-2026 titled “The Long Shadow of the Dragon: Power, Politics and Ambition”, was released by the Chief of the Air Staff, Air Chief Marshal AP Singh, PVSM, AVSM. The book is an ambitious attempt to move the discussion on China beyond the conventional China-as-a-military-threat narrative. Its principal value lies in treating Chinese power as a composite phenomenon—civilisational, political, economic, technological, diplomatic and military—rather than viewing the PLA in isolation.
The foreword of the book has been written by Shri Ajit Doval, KC, the National Security Adviser of India and has 30 chapters by academia, former diplomats and military professionals.

At its Silver Jubilee seminar on the theme, ‘The Central role of Air Power in Evolving Battlespace’, CAPSS brought the strategic implications of air power into focus against the backdrop of changing conflicts, dense air defences and multi-domain warfare. In his inaugural address, Air Chief Marshal A. P. Singh underscored that victory favours those who anticipate changes in warfare rather than react after they occur. Operation Sindoor and contemporary conflicts reinforce the decisive role of air power. The central question which was discussed in two sessions was — How must air power evolve and how can air power anticipate change and adapt early?

The second session focussed on ‘Air Power as a Strategic Instrument of National Power’, and moved beyond the conduct of air operations to their strategic purpose such as deterrence, influence an adversary’s choices and support national objectives. It was chaired by Air Marshal Stephen Chappell, Chief of the Royal Australian Air Force. Lt Gen Günter Katz, Commanding General, Air Force Forces Command, Germany, examined the relationship between air power and strategic deterrence. Air Marshal J Mishra, Former AOC-in-C Western Air Command addressed the relationship between coercive force and escalation management. Tactical success must remain connected to clearly defined strategic objectives. Gen Kevin B. Schneider, Commander PACAF, examined air power strategy in contemporary conflict. The broader challenge for air forces is to translate operational capability into strategic advantage amid evolving threats and complex joint and multi-domain requirements.

The seminar reinforced the importance of rethinking air power in an evolving battlespace —from air dominance to decision advantage, from faster kill chains to strategic effects, and from operational capability to national power. For India, these debates are central to preparing for future conflicts, and CAPSS remains committed to advancing rigorous discourse on aerospace power and India’s national security.
