STRENGHTENING INSTITUTIONS, CONSOLIDATING SOVEREIGNTY:
Ladies and Gentlemen,
It is also from this perspective that cooperation between France and Lebanon takes on its full meaning.
And strengthening the State means protecting and consolidating its sovereignty.
For the Central Inspection, this contribution to strengthening the State is carried out with respect for its independence, its legal competences, and its mission in the service of all Lebanese.
And it is precisely here that our mission meets the theme that brings us together today: Lebanon’s sovereignty cannot be fully affirmed without strong, accountable institutions capable of carrying out their missions effectively.
It is about helping to restore trust in institutions, consolidate the authority of the State, and make it more effective in the service of its citizens.
It is this dual mission, to oversee and correct, but also to prevent and build, that gives our work its full meaning.
For, at bottom, strengthening public oversight is not only about monitoring the administration more closely.
But to this responsibility of detecting irregularities and drawing the consequences provided by law is added an equally fundamental mission: improving the functioning of our administrations in order to offer Lebanese citizens a public service that is effective, transparent.
When the facts established fall within their respective competences, the relevant files and reports are transmitted to the competent authorities, notably the Public Prosecutor’s Office at the Court of Cassation, the Court of Audit, and the National Anti-Corruption Commission.
We have pursued it firmly, and we will continue to do so in strict compliance with the law, our competences, and institutional safeguards.
The Central Inspection works in coordination with the various administrative and judicial oversight institutions.
THE CENTRAL INSPECTION AT THE HEART OF THE SYSTEM FOR PREVENTING AND FIGHTING CORRUPTION :
Preventing and fighting corruption is at the heart of our mission.
DIGITALIZATION AND ELECTRONIC ARCHIVING :
The modernization of the Central Inspection also depends on digital transformation.
In parallel, we are digitalizing our internal processes to make our procedures faster, better documented, and more secure.
Our ambition is clear: to strengthen traceability, secure data, speed up the processing of cases, and improve the transparency of our work.
A CONCRETE COOPERATION: FROM ACT TO RAP
Since 2019, French experts have been working hand in hand with our teams.
Looking ahead, we are working on an Internal Audit Charter intended to establish a lasting and coherent framework for the development of internal audit in the Lebanese public sector.
