For small-scale developers of missing middle housing, Measure E isnβt the issue. While they generally oppose rent control, they cite challenges to development and management that have nothing to do with Measure E. Letβs tackle the issues that matter.
The benefits of Measure E outweigh the costs. To address challenges presented by the measure, I will:
Proposal #2: When Iβm mayor in 2028, I will place a measure on the ballot to fix the issues with measure E just like the City of Berkeley is doing with Measure X right now.
Upon completion of the study, Council would adopt a new fee. At that time, Council can direct staff to explore alternatives for non-profit affordable housing providers, including reducing fees for them.
To determine the fee, the Council would direct a consultant to prepare a fee study. A fee study determines what costs substantiate the fee and what the fee needs to be to cover the cost of services. Fees must cover the full cost of services.
The proposed ordinance states that βthe rental housing fee will be determined by the Councilβ
Sec. 42.14 Rent Stabilization and Tenant Protections Program and Funding. D. Rental Housing Fee 2.

Donβt own a car? Youβre still paying for it. RWCβs Parking Program (metered street & garage parking) costs $4 M to run but only generates $2.6 M in revenue. You pay the difference. Should Council β¬οΈ meter rates from $1 to $1.50/hr? Tell us @ [email protected]
Canβt find parking? Try a parking garage! 91% of street parking spaces in the downtown core were occupied in July. At the same time, only 37% and 48% of parking spaces in the Jefferson and Marshall Garages were occupied, respectively.
Increasing parking fees increases turnover, making street parking spaces more available and more convenient for you.
Prop 43 could bankrupt cities & school districts by requiring all new taxes to pass by 2/3! After passing a successful business license modernization tax in 2024 to fund city services, the possibility that the bar could be even higher scares me. noprop43ca.com/
