Chancellor John Healey suggests welfare bill will not fall before the next general election.
(OBR says the bill will be over £431bn or 11.3pc of GDP by 2031).
The Chancellor says to Channel 4 News tonight: "So it's not correct to say that we're going to bring this welfare bill down in this Parliament because we've not set a timetable for that.
“What we will do is respond to two really important reports next month that we will get, the Milburn report on young people, a million kids that are not in work or in training, and the Timms report on the failures of the Personal Independence Payments system.
“And what I've said, and I said it yesterday in the Budget, was that we will do a White Paper and legislation next year, so we will make changes and we'll make the changes before the next Parliament that will help us in the longer term get these million youngsters a chance in life and off benefits and that we that is the way that we will bring the benefits bill down."
