Andy Burnham promised to bury Thatcherism. For now, he is taking on the bloke blasting music on the bus. But inside No10, it is all part of a deliberate ‘big things, small things’ strategy.” In July, Burnham reflected on his failed 2010 social care reforms. His lesson? “Engage now, away from an election… Build it with people.” The thinking is that voters have stopped believing government can change their lives. So it’s small, visible wins to rebuild trust now while giving bigger, divisive reforms time to breathe. But Labour’s patience is already being tested. From a Labour backbencher walking out of a meeting with a Treasury minister over support for areas without mayors, to Miatta Fahnbulleh’s reluctance to defend Shabana Mahmood’s migrant reforms long before this week’s awkward TV interview. “He comes in, promises biggest change in 40 years. People were tired of waiting under Starmer. They will be tired of waiting under Burnham too,” one Labour MP tells me. ⛽️Fuel duty set to be frozen for a 16th consecutive year but talks on the 5p cut going down to the wire. Insiders admit it would be “political suicide” to hike pump costs in the current climate. ✂️John Healey wants to shift Budget focus from tax and spend and instead undertake a big deregulation drive to give businesses some relief. 🐎Chancellor is being pressed by Labour MPs/Whitehall to hike betting taxes but is increasingly sympathetic to industry arguments over the impact on jobs. Inside Kemi Badenoch’s Tory conference: The party’s Bayeux-style tapestry proved such a hit that someone offered £100,000 to buy it. Kemi’s response? “That’s the opening bid.” Senior Tories privately declaring parts of Boris’s Red Wall are “never coming back” - while others want to win back aspirational middle-class voters first, get towards 25% and then “take the fight more widely”. Why Badenoch’s allies insist staying tough on Europe won’t stop former Tory voters returning from the Lib Dems. And Reform’s stinging accusation that Kemi has abandoned Thatcher’s combination of economic aspiration and patriotism in favour of tax cuts for millionaires. 🗞️Column on the Tories If a week is a long time in politics then the past year has been a whole era for Kemi Badenoch. The jury is out on whether this was an Ice Age that saw the Tories locked in the electoral deep freeze, or a Golden Age where an empress vanquished her rivals and flourished. Badenoch arrived in Birmingham arguably the most sure-footed of any Conservative leader in modern times. But the last thing she needs right now is an election.
