AFGHAN ENVOY ACCUSES PAKISTAN OF SHELTERING ISIS IN BLISTERING RUSSIA SPEECH Gul Hassan Hassan, the Islamic Emirate of Afghanistan’s ambassador to Russia, accused Pakistan of sheltering Daesh (ISIS) and backing armed groups seeking to destabilise Afghanistan during the plenary session of the CSTO, CIS and SCO Conference on Security in Central Asia and Afghanistan in Moscow on 16 October 2026. The significance of his speech lies in its regional appeal: he paired detailed accusations against Pakistan’s military with calls for closer diplomatic relations, joint border security and economic integration. His message presented stronger ties with Kabul as a shared regional security interest, while seeking wider backing for the Islamic Emirate’s position against Islamabad. TRANSCRIPT: We must state clearly that the threat to the security and stability of our region now comes from Pakistan. Pakistan not only shelters armed opponents of Afghanistan’s government, but has also provided fertile ground there for narcotics and for Daesh’s activities. This is not an empty allegation. You will also have followed reports on this in Pakistani and international media. The arrest by a third country, in Pakistan’s Balochistan province, of important members of Daesh-Khorasan such as Özgür Altun, Mehmet Gören and Mohammad Sharifullah; the statements by Balochistan Assembly member Fazal Qadir Mandokhel that Pakistan’s military regime has armed, organised and stationed thousands of fighters from Afghanistan’s former administration and the Daesh group in this province; and the reliable reports prepared on the basis of international research and satellite imagery, which report record levels of opium cultivation in Pakistan, are undeniable evidence for these allegations. Pakistan has not only provided a setting for these destructive groups’ activities, recruitment and fundraising, but also attempted to bring hundreds of these groups’ armed fighters through Chitral into Zebak district of Badakhshan province on 23 July, and, on a second occasion, into Kamdesh district of Nuristan province on 25 September. During these attempts, Pakistani military forces not only directly led the groups concerned, but also carried out aerial bombardments of various Afghan provinces on both occasions. At the same time, they subjected our border forces’ posts along the groups’ crossing routes to artillery and heavy-weapons fire. With the help of Almighty God, and thanks to the vigilance bestowed by Almighty Allah upon the security agencies, both attempts failed. Dozens of malign elements were killed, and dozens more were captured alive. Esteemed colleagues, in conclusion, we reiterate that the collective security, stability, economic integration and connectivity of our region require particular attention. We hope that the countries of the region will further strengthen their relations with the Islamic Emirate of Afghanistan and put them on a regular, formal footing, so that we can jointly counter these threats. To achieve this goal, we are ready to increase our joint efforts and cooperation with the countries of the region in border security, economic growth and regional connectivity. We also hope that like-minded countries will continue to cooperate with us in establishing formal, regular and structured relations.
