On Friday, I had the privilege of delivering the keynote at the 2026 EastCon Cybersecurity Symposium on a question every organization deploying AI now has to answer: When a machine causes harm, who is responsible? My short answer: never the machine. AI has no legal personality. It cannot owe a duty of care, form intent or pay damages. Responsibility always traces back to a person or an organization. The real fight is over which one, on what legal basis, and whether the injured party can prove it. A few points I shared with delegates: 🔹 "The algorithm did it" is not a defense. In Moffatt v Air Canada (2024), the airline was held responsible for what its own chatbot told a customer. If you put an automated system in front of the public, you own what it says and does. 🔹 Outsourcing the technology does not outsource the accountability. Banks, telcos, hospitals and government bodies that deploy AI are usually the party closest to the harm, and under data protection law they typically carry the primary duties, whatever the vendor promised. 🔹 Uganda has no AI-specific law yet, but that is not a gap you can hide in. The Data Protection and Privacy Act 2019, the Computer Misuse Act, the Electronic Transactions Act, sector regulation, and ordinary contract and tort law already apply. 🔹 AI-enabled attacks are raising the bar for what counts as "reasonable security." When attackers are anonymous and offshore, victims and regulators turn to the organization that failed to defend against a foreseeable threat. The working principle I proposed: responsibility follows control and benefit. Whoever designs, deploys and profits from a system should bear the risk it creates, in proportion to their control over it. In practice, that means governance you can demonstrate, not just assert: risk assessments before deployment, meaningful human oversight, security by design, proper logs and audit trails, AI-specific incident response, strong vendor contracts, staff training and board-level ownership. Accountability has to be designed in before deployment. It cannot be argued into existence after the harm. Thank you to the EastCon organizers and to everyone who joined the conversation. I'd welcome your thoughts: is your organization ready to answer the question "who is responsible?" with evidence? #AI #Cybersecurity #TechLaw #DataProtection #AIGovernance #Uganda #EastCon2026 @MoICT_Ug @DICTSMakerere

The #EastCon CTF competition has come to an end, with the tech team of @milimatechug led by Eric Tumuhairwe presenting the overall performance. 🥳 A total of 256 participants across 41 teams took on 20 challenges, but only 20 teams managed to solve at least one challenge. The most successful challenges were NetOps Console and Under Construction, while Payroll Audit Dump proved the toughest, with no team solving it. #CSAM26 #MilimaAt10 #Cybersecurity #EastCon26 #CTF

“As a young creative, communication is key. If you cannot communicate your ideas and solutions effectively, bring in someone who can. The government will not do it all for you. Show up, pitch your ideas and ask yourself: What can your gift offer others? Your skills can open doors to new spaces, but you must seize the opportunities when they come. And don’t overlook #womenintech spaces. Recognise and create room for the skilled, intelligent women contributing to the industry.” - Sedric Otolo #CSAM26 #MilimaAt10 #Cybersecurity #EastCon26

“The best gift I can give you is an education.” — A lesson @TerrenceAlinde learnt from his father. Your attitude and willingness to show up for sessions like the #EASTCON Cybersecurity Symposium matter. Take accountability, learn from the conversations held today, and apply those lessons as you grow and adapt to the ever-changing cybersecurity landscape” - Terrance Alinde #CSAM26 #MilimaAt10 #Cybersecurity #EastCon26

Robert Obunga, a cybersecurity trainer, emphasised the importance of acquiring practical skills and applying them in the fields you have studied. As #technology continues to evolve, keep learning, upgrade your skills and pursue further studies to remain relevant in your field. #CSAM26 #MilimaAt10 #Cybersecurity #EastCon26

“A person who is adaptable, driven and ambitious will always have an advantage in the age of #AI. Someone who may have limited technical skills but is willing to learn, grow and adapt to a changing environment can go further than someone who refuses to evolve. The ability to keep learning is a strength.” Terrance Alinde #CSAM26 #MilimaAt10 #Cybersecurity #EastCon26

Cybercrime has become one of the most crucial risks that organisations and individuals face in their daily lives. It can no longer be labelled simply as a technical problem. With the increasing use of AI, we are also seeing growing challenges such as deepfakes and phishing attacks through emails, websites and other platforms. The World Economic Forum ranks cybersecurity among the top three biggest risks for businesses. Also a study by @milimatechug Security and @fsdsom revealed that only 2% of cybercrime in Uganda is reported. This highlights the gap and the need to have these conversations. We all have a responsibility to ensure that our institutions are secure. These conversations will continue throughout the day as we celebrate #CybersecurityAwarenessMonth. #CSAM26 #EastCon26 #Cybersecurity

Last year’s event spread #cybersecurityawareness to up to 10 million Ugandans, with activations held in Lira, Mbarara, Mbale, Kampala and Kabale. This year, the campaign was extended online through X Spaces, webinars and radio stations, and today we are closing the #CSAM with this symposium. So as we converge, we should not only ask whether our systems are secure, but also whether our employees can identify risks and have the capabilities to respond to them. Throughout the day, we will have activities including hacking competitions that is CTFs, as well as a cyber clinic where consultants can engage on areas such as forensics, audits and more during the breakout sessions. #CSAM26 #EastCon26 #Cybersecurity

As we count down to the #EastCon26 Symposium this Friday, we are shinning a spotlight on another partner with a shared vision. Meet @GreyArmourSec, a vulnerability assessment tool built by @milimatechug to help organizations identify and address vulnerabilities in their web applications before attackers can exploit them. Together, under the theme, #StayLockedBeeraSmart, we’ll drive conversations around identifying vulnerabilities early, understanding #cyber risks and taking practical steps to strengthen digital security. #CSAM2026 #Cybersecurity #MilimaAt10 #partnerspotlight
