This is the difference. California relies on the honor system. If someone attests they’re a U.S. citizen, they don’t check or verify it.

NEW: LA County says a sample of the Trump admin's 200 names of suspected non-citizen voters showed that 38.9% attested to being born in the US. But in a new sworn statement under penalty of perjury, a DHS official says its investigation shows NONE of LA County's 200 names were born in the US.
"After a thorough review of the immigration records of all the individuals on the County's Sample List, it was determined that none of the individuals USCIS matched to the County's Sample List were born in the United States according to USCIS records," -Nicolas Bartell, Associate Director of Fraud Detection at USCIS.

It sure looks like a major plot point in Dune 3 is a rivalry and showdown between Paul and Chani (she looks to be part of the conspiracy). That’s something utterly and totally divorced from the source material, but entirely aligned with the boss babe agenda of The Message (TM).
Chani definitely had agency in the books, but was loyal to Paul and to her family. Something the “man baaaaad!” hacks who pollute mass pop culture cannot abide in any modern adaptation. So naturally they destroy her character by making her one of the conspirators against Paul. 🙄
