Trump informó que finalizará la ayuda militar a Israel y que la decisión fue acordada con Netanyahu. Se trata del envío anual de 3.800 millones de dólares por el programa MOU (Memorando de Entendimiento).
Sin embargo, legalmente no se ha firmado una enmienda formal al MOU vigente (que vence a fines de 2028), por lo que las partidas presupuestarias autorizadas por el Congreso para 2026, 2027 y 2028 continúan vigentes en la legislación estadounidense a menos que el Congreso las modifique.
Bajo el nuevo esquema acordado, Israel dejará de recibir en 2027 esa ayuda como "donación" legislativa y pasa a financiar sus suministros mediante ventas militares directas (Foreign Military Sales).
El cambio no establece ningún límite a la cantidad de armas o dinero en transacciones de defensa que EEUU puede autorizar y enviar a Israel en virtud de acuerdos comerciales bilaterales.
Se mantiene el sistema de Ventas Militares Extranjeras (FMS) y créditos de defensa: Se autorizan paquetes multimillonarios de armamento que, en la práctica, suelen financiarse mediante facilidades de crédito estatal, préstamos diferidos o acuerdos comerciales respaldados por el gobierno de EEUU.
Trump aclaró que seguirá ayundando a Israel "cuando lo necesite", por lo que permanecen sin cambios los Paquetes de emergencia suplementarios. El Congreso conserva la facultad de aprobar partidas extraordinarias al margen del MOU cuando considere que hay una situación de crisis regional.
Desde fines de 2023, el Congreso aprobó un paquete suplementario de seguridad nacional de 14.300 a 17.900 millones de dólares en ayuda militar directa y reabastecimiento armamentístico para Israel, el cual se sumó a los 3.800 millones anuales estipulados en el MOU.
Tampoco se tocarán los programas conjuntos de defensa tecnológica y reabastecimiento estratégico de reservas estadounidenses que quedan fuera del cómputo del MOU.

Russia is nearly bankrupt.
As reported by Bloomberg, Russia is planning—for the first time in at least 18 years—to postpone the payment of December salaries for Ministry of Defense personnel until January, due to a budget deficit.
According to a draft document from the Russian Ministry of Defense, payments to Russian military personnel for the month of December will not be made at the end of the year as is customary; instead, they will be shifted to the period between January 11 and January 21, 2027. Notably, this decision does not currently apply to those occupation forces directly involved in the war against Ukraine.

💸 Kim Jong Un's hackers spent months setting a trap for Binance. Now the entire scheme has been revealed
According to Binance, the attackers created a fake company and offered one of the exchange's engineers a new job. He went through two interviews before downloading a “test assignment.” Along with it came malware that opened the door to Binance's internal network.
The operation had been unfolding for months. Back in June, hackers infected another engineer's computer. The security team detected the threat and replaced the device, but the attackers had already gathered information about employees.
In October, the hackers used an infected computer to reach Binance's internal AI tool, gain access to other engineers' devices, and launch their main attack on October 29.
The attack affected $6.34 billion in assets, with around $2.85 billion frozen. Binance says it has set aside enough funds to fully cover customer losses.

🚨 FBI confirms: North Korea was behind the biggest cryptocurrency theft in history
The FBI has officially blamed North Korean hackers from the TraderTraitor group for the Binance hack and the theft of $6.3 billion in cryptocurrency.
According to the FBI, the hackers have already begun converting the stolen assets into Ethereum and may use cryptocurrency exchanges to launder the funds. The agency has urged crypto platforms to block transactions linked to the hackers.
Donald Trump, however, questioned whether North Korea, led by his old buddy Kim Jong Un, was behind the attack.
“We don't know. We're investigating it,” Trump said.

En la madrugada del 2 de noviembre los drones ucranianos golpearon la Estación de Bombeo Lineal y Despacho de Samara, ubicada en la localidad de Prosvet.
Es uno de los parques de tanques de almacenamiento de combustible más grandes de Europa, con 71 tanques gigantes y una capacidad total que supera los 1,6 millones de metros cúbicos.
Esta estación es donde se combinan petróleos de alta y baja concentración de azufre provenientes de Siberia Occidental y Tatarstán para estandarizar la mezcla de exportación de Rusia (Ural). Al dañarse los tanques y sistemas automáticos de carga, Rusia pierde la capacidad física de formar los lotes estandarizados de exportación, poniendo en riesgo el cumplimiento de contratos internacionales con compradores clave en Asia.
El complejo conecta cuatro grandes arterias de transporte de crudo. Los daños obligaron a detener temporalmente los flujos, lo que no solo afecta los envíos rusos sino que también paralizó de forma colateral las exportaciones de Kazajistán, que utiliza la ruta de tránsito Atyrau-Samara hacia mercados internacionales.
Los impactos provocaron incendios a gran escala confirmados por sensores satelitales FIRMS.
Esta ofensiva se suma a otros ataques en octubre, que provocaron en conjunto una pérdida de capacidad acumulada de hasta 170.000 toneladas de crudo.

🫡 Gerasimov reportedly orders a halt to Russia's Donbas offensive amid fuel shortages
According to Ukrainian military analyst Mykhailo Rohoza, Russian Chief of the General Staff Valery Gerasimov has ordered an end to the autumn offensive campaign and a transition to defensive operations.
The reason: fuel shortages. Rohoza claims that a significant portion of the fuel stockpiled for the offensive is being redirected to Moscow amid shortages following Ukrainian strikes on Russian oil refineries.
However, localized assaults are expected to continue, allowing Russian commanders to report further territorial gains.
“Capturing Kramatorsk and Sloviansk is impossible with the current level of supplies,” Rohoza believes.
In his assessment, the Kremlin's plans to seize all of Donbas by the end of 2026 have failed, and achieving that goal even in 2027 would be extremely difficult.
