Despite signing multiple FTAs over the years, utilisation rates remain low, manufacturing depth remains limited, and export outcomes have often fallen short of expectations.

Marco Rubio’s India visit showed where the India-US relationship now stands: important, necessary, but increasingly transactional. The visit delivered a critical minerals framework and a White House invitation for the Indian PM, but no settlement on tariffs or Russian oil.
For India, the task is to deal with Washington as it is, not as it once was. Strategic autonomy must now translate into strategic leverage: deeper ties with Europe, Japan and the Gulf; stronger engagement with US institutions beyond the White House; and clearer pricing of concessions on energy, trade and market access. In the age of America First, goodwill is not enough. India needs hard bargaining.

While many foreign policy observers may have faced whiplash from the perception that Indian policy had shifted from the “west to the east” and possibly back to the west, the shifts are less perceptible if you consider India’s decades-old policy of strategic autonomy and balance. The visit to China for the SCO had been expected for months, after the Xi-Modi meeting in Kazan on the sidelines of the BRICS summit in October 2024 had restarted ties. In that sense, the Modi-Xi meeting was simply an attempt to normalise ties after years of serious tensions, and the Modi-Xi-Putin chat, would have been more significant if followed by a revival of formal Russia-India-China talks.
