Closing Statement delivered by the DPR for Legal Affairs of Sierra Leone, Ambassador Michaela Swallow, on behalf of the African Group, at the close of the III Session of the Preparatory Commission on the BBNJ Agreement, and reaffirmed Africa’s strong commitment to ocean governance.
Africa looks forward with optimism to the First Conference of the Parties, with the goal of agreeing on an effective and inclusive operational framework.
Africa remains firmly committed to the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction, for the benefit of present and future generations.

A clear example of prospective seabed mining conflicting with - and driving out - other marine uses. In this case a prospective wind farm company dropped its plans for offshore wind due to NZ government intention to 'fast track' seabed mining in NZ waters. shorturl.at/PVvqr
A valuable investment in renewable energy lost because the wind investor lost confidence that the proposed legislation can be given the regulatory certainty it needed and where they were clear they could not co-exist with seabed mining.
The NZ Ministry of Business, Innovation and Employment advised Resources Minister Shane Jones in June that offshore wind was “widely held to be the single biggest opportunity for Taranaki’s future economic wellbeing”.
