County-City partnership was critical, here. Past admins let things fester for years... but the current admins are acting!
That's specifically Sara & Ed.

Have serious doubts about how folks behind this group understand the breadth and depth that goes into making the MFH development we need in PGH a reality.
I trust many have good intentions but are satisfied with accepting misguided ideas that developers are untouchable in this.

ALT Yesterday’s hearing on Mayor Gainey’s Inclusionary Zoning proposal was a sham. Planning Commission Chairwoman LaShawn Burton-Faulk silenced Councilman Bob Charland and his expert witnesses from testifying against Gainey’s attempts to expand his failed Inclusionary Zoning policy. IZ has only produced 35 units of affordable housing in five years – but that did not stop the Planning Commision from rubber-stamping its potential expansion. By spuriously counting units that have not actually been built, Gainey and his allies dishonestly painted a rosy picture of his failed housing policy – a nakedly political move during an election year.

🧵Exciting news🏘️ We’ve just released a new report with making the case for citywide Inclusionary Zoning (IZ) in Pittsburgh. With a shortage of 8,000 affordable units citywide, this data-driven analysis highlights why expanding IZ is critical for addressing the housing crisis.

IZ has been what everyone’s talking about these days (for good reason!). Check out this dope @CityCastPgh interview and come to Planning Council’s meeting on 1/28 to support @MayorEdGainey proposal to create more affordable housing options! podcasts.apple.com/us/podcas…

Affordable housing in Pittsburgh is at risk. Councilman Charland’s IZ proposal undermines years of community-driven work. The City Planning Commission will consider them both on 1/28! Here's what you need to know. 👇 @PghUNITED @Pgh4PubTransit @1HoodPower @LvilleUnited
Let’s build, baby, build, but please put on your thinking caps on and ask yourselves why decades of no IZ — while very large and profitable developers in the area grew their margins — hasn’t made a dent in the affordability crisis here.
We can have a real discussion on how to garner more subsidy and other carrots so that developers have what they need to deliver for low-income renters in the city. We can have a legit discussion on how to ensure neighborhoods have a greater part to play in how IZ looks for them.
.@CharlandBob’s does not do that, unfortunately. If his issue is the Mayor’s suite of zoning changes and the process that went into that, then he is not leading by his own example in engaging with consituents and the folks on the frontlines of affordable housing development.
Dozens of affordable units are set to come online in the coming years in Oakland because of IZ.
This bill — at best — creates legal and technical confusion, which no one likes. At worst, it reinforces and grows the housing disparities that hurt the most vulnerable.
I will make my one and only take on this site in this year of 2024 to say:
The orgs and power players behind @CharlandBob’s misguided (and frankly silly and poorly written) IZ bill should be ashamed. IZ has been working well in PGH neighborhoods over the years.
The rent-deflationary effects of giving developers carte blanche will never address the critical subsidy and public sector intervention that is necessary to make housing actually in reach for extremely low income households. These folks don’t have a decade to wait for it as well.
And hyperlocal “research” that tries to compare the conditions of neighborhoods with vastly different housing pressures and conditions to make a blanket statement on the impact of one policy intervention fails to address this very real reality 🍎🍊
It addresses a very real reality: developers and their private interests ~alone~ will never fully address the shortage of deeply affordable housing in the city. There is no — and will never be — a purely private market solution to this.
