I am a Maryland native who loves this state dearly. I cannot sit by while Maryland declines and watch my opponents focus on national grievances or culture wars.
I am running in District 9A in the House of Delegates to lower costs and finally liberate Marylanders from the Democratic Socialists in Annapolis.

Chao Wu lacks integrity. He’s a habitual liar and is willing to use his child as a prop for political power.
We have also attached the MCPD incident report that shows the officer’s comments.
Vote for the better people who are honest, have integrity, and will work diligently to make sure you keep more of your own money.
Honest and Common Sense 9A Team:
Fitzgerald Mofor
Spencer Rhoda
GOTV: Early voting is open NOW through Thursday!
Our critical infrastructure is crumbling, schools are being neglected, utility costs are rising, our state deficit grows larger, and my opponents aren’t equipped to stop the bleeding.
Vote Fitzgerald, Mofor, and Spencer Rhoda for common sense leadership and restoring prosperity back to Howard & Montgomery Counties.

FOR IMMEDIATE RELEASE
Delegate Chao Wu has misrepresented what occurred at the Damascus Recreation Center on Saturday, October 24, 2026, claiming the interaction was so aggressive that the son feared for Chao Wu’s life.
He has a history of dishonesty, previously claiming to oppose school redistricting but supporting it once elected. Delegate Wu has a tenuous relationship with the truth and demonstrates a lack of integrity.
He is unfit for office. We are now calling on his running mate, Delegate Natalie Ziegler, to publicly denounce Delegate Wu; otherwise, she will be complicit in his dishonesty and lack of integrity.
District 9A deserves better. We deserve leaders who have integrity, are honest, share our values, and are willing to fight every day to lower costs, which they have both failed to do.
We’re at the polls! Make sure you vote for Fitzgerald Mofor and Spencer Rhoda in the Maryland House of Delegates | 9A and VOTE Against Question 3.
Voting for Q3 will change our constitution permanently to make it easier to gerrymander our congressional maps.
Voting for Mofor and Rhoda will lower your costs and make sure you keep more of your own money!

Chao Wu made blatantly false and defamatory allegations against another candidate unsubstantiated by audio and video recordings as well as other witnesses. This is disgraceful behavior from anyone, let alone an incumbent politician. He must suspend his campaign.
Yesterday at early voting, my running mate Spencer Rhoda and I were talking with voters when Chao Wu initiated contact with our volunteers and then engaged Spencer.
Spencer asked about his record. We did not charge at him or act aggressively.
Chao Wu later claimed otherwise and referenced his son, who was not part of the conversation.
We contacted the police and reviewed the video that supports our account. Multiple witnesses are available. We are requesting the county release the early-voting site footage publicly.
Chao Wu has a record of unmet promises on education and affordability, from his time on the Board of Education through his time as Delegate. Maryland’s education ranking has slipped while other states, including Mississippi, have improved. Residents of Howard and Montgomery counties deserve results on schools and costs, not political theater.
Spencer Rhoda and I will push for stronger schools and fiscal accountability in District 9A. Vote Mofor and Rhoda.
MDDEMS do not have a policy platform to campaign on.
They rely solely on emotional manipulation. It’s how they get their base to continue to vote for their decline.
We take a different approach. We care about improving your quality of life and making sure you keep more of your own money.
Vote for the Common Sense 9A Team:
Fitzgerald Mofor
Spencer Rhoda
We’re taking these accusations seriously. We have contacted MCPD and are obtaining video footage from Montgomery County if possible.
We already have audio recordings and plan to release them simultaneously once we have obtained video footage. We have watched the video footage.
Our opponents are attempting to win by emotional manipulation and are using their child as a political prop.
This is a dirty tactic, dishonest, and emblematic of a typical politician who is morally bankrupt. We need change.
The statement made this afternoon by Chao Wu is a dangerous lie. I witnessed the whole conversation.
We have an audio recording. We also will ask the Damascus Recreational Center for video recording, and the MCPD is now involved.
This is the typical manipulation tactic my opponents like to use in a closely contested election.
Our focus remains on lower costs and making sure families keep more of their own money.

A police officer was murdered in the line of duty.
Chao Wu refused to vote, and her killers got a shot at walking free.
The Second Look Act lets criminals ask a judge to shorten their prison sentence if they committed their crimes before age 25. When an amendment came up to keep cop killers out of it, Wu had one job. Just one.
❌ He ran off the floor and refused to VOTE.
Think about that. Your family's safety is on the line, and Chao Wu is worried about second chances for cop killers.
Would you want the man who killed a police officer back in your neighborhood?
A vote for Wu is a vote AGAINST your own safety. Don't let him get away with it.
Western Howard County! I’m here at the Gary J. Arthur Community Center talking with voters about our existing crisis in Howard County.
Our opponents support the retirement of power plants, want high delivery fees from imported energy, and want to convert our farmland into solar farms.
We’ve got to STOP them! Come out and vote for Fitzgerald Mofor and Spencer Rhoda for 9A.

This photo captures the MCEA Apple Ballot, the beguiling smiles of:
-neglected and dilapidated school buildings
-an out of control #MCPS budget rubber stamped by an unaccountable Board of Education,
- school shootings since the removal of SROs
- high schools functioning as open air drug markets
- and grade inflation leading to a questionable high school diploma
Parents and children frown as a result of their “work.”
I will be your independent voice as we turn things around together, for the benefit of our children through:
- high academic and behavioral standards
- the return of school discipline, and
- parental involvement at every level.

We spoke to @FitzMofor9A about the question and his hopes on the upcoming election. @FOXBaltimore
It was a wonderful opportunity to join @FOXBaltimore live! We discussed the questions on the ballot in Howard County.
My message was clear: we need to send a message to the council by rejecting these proposals that do not focus on kitchen table issues.
Howard County deserves lower costs, stronger schools, and better infrastructure.

WE NEED A GIANT TURNOUT: EARLY VOTING IS HAPPENING NOW.
Contrary to what my opponent said, early voting is from Oct. 22nd to Oct. 29th.
Come out and vote for Fitzgerald Moore for the House of Delegates; for lower MVA fees and reduced utility bills.
Email me at: [email protected] if you need help getting to the polls!
Folks, I have canvassed nearly 10,000 doors, taken over 400,000 steps, and walked more than 250 miles. I can confidently say that my opponents do not align with the values we hold in District 9A.
District 9A residents seek responsible fiscal policies that avoid tax increases. We desire genuine utility relief and stand against political extremism.
However, Natalie Ziegler and Chao Wu have acted in ways that contradict our values. Let’s examine their voting record:
Budget and Taxation: Both voted YES on the 2025 Budget Bill, which raised spending to $67 billion. They have consistently supported each budget bill, contributing to deficit spending in Maryland that leads to significant tax increases.
Energy and Utilities: Both voted YES on the 2026 Utility Relief Act, which offers a mere $12.50 per month in rebates to ratepayers, while our utility bills exceed $600 a month. The funding for these rebates comes directly from the Strategic Energy Investment Fund, which is ultimately sourced from the ratepayers themselves.
Both voted YES on HB488/HB2100, which permanently alters Maryland's Constitution to further gerrymander our congressional maps. Now, they are asking you to vote on Question 3, which could result in a loss of equal representation in our congressional delegation.
Are you happy with delegates who ignore affordability and have no real ideas for change?
Vote for Fitzgerald Mofor for District 9A in the Maryland House of Delegates. I am a candidate who aligns with our principles and has concrete ideas to lower costs while governing from the center.
Working families in District 9A are paying more on their utility bills under the leadership of Delegates Wu and Ziegler.
They have overseen significant utility rate increases in Maryland, resulting in residents facing the highest utility bills in the nation.
Wu and Ziegler's Energy Plan for District 9A:
- Support hidden fees and high delivery fees.
- Oppose cuts to the Maryland EmPOWER Surcharge.
- Utilize farmland in Howard/Montgomery counties for solar farms
The values of District 9A residents are not reflected in the actions of these two delegates. Our community places a high priority on affordable utility costs and the preservation of farmland.
EARLY VOTING STARTS (10/22): Vote for common sense leadership in District 9A.
Wu and Ziegler have increased deficit spending, backed policies that raise our utility bills by 40%, and neglected our crumbling infrastructure.
They do not share our values. Vote for Mofor and Rhoda as your State Delegates in District 9A!
My story begins as a Maryland native, a former athlete, and a graduate with a master's degree in law. I have returned to my home state, where my opponents have overseen our decline.
Natalie Ziegler and Chao Wu have increased deficit spending, failed to lower our utility rates, and have allowed our critical infrastructure on our roadways and schools to crumble.
I will adopt a fresh approach in Annapolis, focusing on key deliverables:
- Lower taxes
- More affordable utility rates
- Reduced car registration fees
It's time for practical local leadership in District 9A. Vote for Fitzgerald Mofor for the Maryland House of Delegates.
