Final day of @GSECForum in Doha. The session on collective security, MGen Steven Hunter (CANSOFCOM), Staff Brig. Gen. (Air) Ramzan Al-Naimi @MOD_Qatar, Lt. Col. Staff Dr. Hamad Al-Mohannadi and Lt. Col. Annukka Ylivaara, kept returning to one obstacle: intelligence sharing between the Arab Gulf states and their major partners, the US, Canada and NATO. The dilemma is real on both sides. Major powers guard sources and methods. Smaller states want actionable intelligence, not sanitised summaries, and partnership rather than dependence. What works is not a grand sharing agreement but a layered mechanism: tear-line reporting that separates what is known from how it is known; liaison officers inside each other's fusion cells under reciprocal handling rules; and recognition that small states bring collection the larger partner cannot replicate (language, proximity, networks) so the flow runs both ways. Education is the quiet enabler. Shared analytic standards, joint courses and professional intelligence degrees build a common vocabulary and the personal trust every liaison relationship ultimately rests on. You share with those whose tradecraft you trust, and tradecraft is taught. A theme I took up at @bletchleypark last week, and one the Gulf must settle as its partnerships move from guarantees to networks. #GSF2026 #GSECForum #Intelligence #NATO
