it. imo. is not a good sign as they used to have levels before monetization for a reason to prevent possible fraud and charge backs. Now if everyone can do it they have that much more risk.
The reason they are doing it now, is so they can hold on to peoples money longer to show that they "have" cash in bank as there is a minimum required before they payout. Chances are all the people who now have access to monetization will never receive a penny. But twitch will 100% push those people hard to use their balance to sub to others so they can then take another cut of that money moving to another account within system.
