In a time when consumers are increasingly buying online, or driving to NH which will never have a sales tax, a paint tax, or a bag tax this is simply bad public policy. Legislators should be focused on incenting consumers to spend local & keeping red tape at a minimum for small businesses. And by the way, it's the paint manufacturers pushing this bad public policy in order to preempt real Extended Producer Responsibility (EPR) models which puts the cost of recycling on the manufacturer rather than the consumer.
