Previously, GBR's overarching purpose was to "maximise social and economic value", including strong obligations for accessibility and environment. These commitments were widely welcomed by the public as the founding principles of GBR, and recognised to be a key strategy to ensure the value of taxpayer investment in the railway. The duty for accessibility was particularly strongly welcomed, with the previous government pledging in 2024 that GBR would put accessibility "at the core of its strategic decisions". However, the new consultation fails to mention these statutory duties ever existed, and now the Department appears to be going in the opposite direction, stating that "GBR will..be subject to a substantively streamlined and simplified licence."
