Twitch is aiming to launch the Warning Tool for moderators in May.
This feature, originally announced at Twitchcon Vegas, allows mods to issue a private warning to a user rather than timing them out or making a public callout.

ALT A screenshot of a Twitch popup that appears over chat. It says WARNING If you don't follow the channel's chat rules, you may be timed out or banned. Chat Rules Cited - Do not disrespect this streamer. A button says Okay, Got it! Then there's an information chat box icon beside it, that presumably would open a tool tip on the warning.
