JUST IN: ARMED CITIZENS stopped 36.6% of active shooters, WAY up from previously (incorrectly) reported numbers. Exclude gun-free zones, and it rises above 52%. We just saw why that matters in Oregon. At Silver Rail Elementary School, police say a 16-year-old gunman opened fire inside a special-needs classroom with a 12-gauge shotgun. A teacher fought back, and armed father Kaylub Giamanco entered the school with his legally carried handgun and shot the attacker, ending the threat. Police credited both civilians with preventing further bloodshed. Now the Crime Prevention Research Center says cases like that are far more common than federal statistics suggest. CPRC reviewed active-shooter incidents from 2014 through 2025 and identified 615 cases. According to the group, armed civilians stopped 225 of them, or 36.6%. By comparison, FBI reports identified 408 incidents during the same period and credited armed citizens with stopping only 16. When CPRC excluded attacks in gun-free zones, armed civilians stopped 199 of 376 incidents in places where lawful civilian carry was permitted, or 52.9%. In 2025 alone, CPRC says the rate reached 58.3% in locations where civilians were allowed to carry. The organization says the gap comes partly from incidents the FBI missed or classified differently, including civilians labeled as security personnel and cases where attackers fled after encountering an armed citizen. CPRC also argues that successful interventions can be undercounted because an attacker stopped early may never produce the casualty count or national coverage associated with a mass shooting. The group has published its case list and supporting documentation for comparison with federal reporting. The FBI has described its active-shooter data as a baseline rather than a complete accounting of every incident. The Oregon shooting put the debate into real-world terms: while police were responding, civilians on scene were already acting. #2A #ArmedCitizens #CPRC
