These railings were built using public money. But are they actually needed? IRC:103 (2022) is clear: "Pedestrian guardrails should be only used where there is evidence that pedestrian safety can only be achieved by providing guardrails." The IRC recommends guard rails primarily: * Around intersections on arterial roads to direct pedestrians towards safe crossings. * Around school and anganwadi entrances. * On streets with high pedestrian volumes and fast-moving vehicles where pedestrians may spill onto the carriageway. It also recommends avoiding kerb-side guard rails on streets with undivided carriageways where crossing is frequent and vehicle speeds are under 40 km/h. Good street design is evidence-based.
