Interesting to see the discussions about UFC rankings these days. @NewYorkRic is down with no rankings and for a long time it was that way. I'm old enough at this point to remember Dana White being opposed to doing internal rankings. Just in case I'm misremembering, I had to fact check myself and sure enough Dana is on record talking about it and I even found some video!
This discussion does go a little deeper than this because of conflict of interest and shit like that but... I'll leave it at this.

Fedor Emelianenko claims the UFC approached him when he was already under contract, despite not signing him when he was available.
“He [Dana] came over saying he wanted me to fight for him, but one fight earlier I’d been a free agent. I was free, and they didn’t sign me. It happened every time. When I’m free, they aren’t interested. When I’m under contract, the offers start coming. But if you’re under contract, you can’t sign another one. There would be legal proceedings."
