To add to this discussion on fiscal federalism - more broadly how different countries distribute resources, even if they are in a unitary system - here are some examples, starting with China which @nikhilkamathcio referred specifically. Rest in alphabetical order.
Pooling, devolution, transfers - standard script around the world!
China
Eastern coastal provinces generate most national tax revenue under the 1994 tax-sharing system. The central government redistributes these resources through large equalizing transfers to poorer central and western provinces.
Australia
Western Australia’s massive mining royalty revenues significantly increase its assessed fiscal capacity under the country’s Horizontal Fiscal Equalization framework. As a result, WA's share of the federal GST pool used to be low. Although a statutory GST floor was legislated in 2018, WA still operates as a major net fiscal contributor, cross-subsidizing lower-capacity jurisdictions such as Tasmania and the Northern Territory.
Brazil
São Paulo and the Southeast contribute a disproportionate share of federal taxes. The States Participation Fund then redistributes resources toward poorer North, Northeast and Midwest states based on certain criteria.
Germany
Bavaria, Baden-Württemberg and Hesse pay the bulk of the Finanzkraftausgleich (fiscal capacity equalization). Their surplus tax capacity is redistributed mainly to eastern states and Berlin so that living conditions remain broadly comparable across the federation.
Indonesia
Richer Java-based economies and the national tax base fund the General Allocation Fund equalization grant. Resource provinces receive derivation-based Revenue Sharing Fund, but the gap-filling GAF still moves net resources toward lower-capacity regions.
Italy
Northern regions especially Lombardy record large positive fiscal residuals. National transfers and partial equalization channel these resources southward, especially focused on health.
Japan
Tokyo and major metropolitan prefectures generate the lion’s share of national tax receipts while maintaining their own local tax bases. The central government pools a statutory share of national taxes into the Local Allocation Tax to close fiscal gaps in rural and lower-capacity prefectures, guaranteeing a uniform national standard of public services.
Switzerland
Rich cantons such as Zug, Geneva and Zurich contribute to resource equalization. These payments, alongside federal funds, lift weaker cantons to roughly 86.5% of average fiscal capacity while preserving tax competition.
United Kingdom
London and the South-East generate fiscal surpluses that are pooled nationally. Through the "Barnett formula", these resources support services in Scotland, Wales and Northern Ireland. The adjustments for poorer English regions are made through another process.
The recent comments @nikhilkamathcio made with respect to fiscal federalism are quite disingenuous.
Federalism by definition divides power constitutionally between a central national authority and constituent regional units (states in India's case). The constituents each have protected spheres of autonomy, while they remain part of a single sovereign country.
Hence, in such administrative and governance systems, the movement of resources from higher-income regions to lower-income regions is a core design feature of national unity. This is not a flaw or an “extractive activity”.
Citizens of the country share a common currency, defence, external borders, legal framework and citizenship rights. The regional differences that exist especially in resource endowment are not a result of local efforts. Of course, industrial development is an area where the states can make a huge difference. But each state does not get the same input - geography, history, natural endowment, natural resources - and hence both the starting point as well as ambition and achievement are bound to vary.
Fiscal distribution or even equalization as is the case in many countries, serves as a form and expression of national insurance and solidarity. Residents of poorer or resource-poor regions can still aspire to and eventually access broadly comparable public services which the central government provides. But this can be done without facing radically different tax burdens solely because of geography or history-induced requirements.
This is the system not just in federal structures, but also in unitary countries, which have to take care of their underdeveloped regions. Without such mechanisms, large disparities tend to fuel political resentment or worse, separatist demands, which would undermine the very idea of a single political community.
The fiscal federalism model is very much an expression of the social contract that makes a federal country or for that matter any large, diverse nation viable. Additionally, the fiscal federalism debate of equity vs. efficiency has other dimensions too.
Will outline both the issues in more detail: distribution / redistribution structures in other countries including China and why the administration of federal structure / unitary countries with disparate geographies goes beyond such simplistic ideas.
Finally, you don't import the governance model of any country wholesale without importing its political and social model. Another point of debate and discussion.

You can finally take a metro from Hinjawadi to Pune Railway Station.
From there, you can take the Vande Bharat train to Mumbai, then take Mumbai’s Aqua Line 3 to the airport.
Then you can fly to Somalia and meet your future neighbours. Massive win for public transportation.
1 million years from now, the Somalian tectonic plate is going to collide with the Indian tectonic plate.
That collision will create an equally high mountain range like the Himalaya on the western coast.
Imagine being the first Somalian to trek up till Pune, only to see Hinjawadi metro still not inaugurated.
