WATCH PART 2: "Is The NaRRA CEO is a glorified Project Manager?" Senator Tomlinson fact checked the Government's excuse that the NaRRA CEO needs a massive salary to attract talent. "I pulled up the NaRRA job description. There is nothing in the JD that says the individual requires highly technical skill sets." Compare it to the Bank of Jamaica Governor, whose compensation is reasonable given the technical command of economics and finance that is necessary. What does the NaRRA CEO actually do? As stated in the JD itself, he is largely a Project Manager operating at the most senior level. He is not designing the engineering work, he is not designing the architectural plan. He is managing processes. You cannot justify paying a project manager more than the Prime Minister who runs the entire country. Senator Tomlinson made it clear, this is not about any individual. It is about the post. The post does not command this salary, and the Jamaican people know it. Why is the Government using hurricane recovery money to pay this? #NaRRA #ProjectManagerSalary #Jamaica @CTomlinsonJA

COMMENTARY: Still business as usual, PM? The revelation is staggering! Jamaica's Information Minister Senator Dr Dana Morris Dixon says Prime Minister @AndrewHolnessJM learned "after the fact" about the controversial J$115 million a year rent for the downtown Kingston waterfront office space for the National Reconstruction and Resilience Authority (NaRRA). It means that someone, somewhere committed Jamaica to half a billion dollars over five years to rent office spaces to direct reconstruction after Hurricane Melissa without the responsible minister having a say. And this is against the backdrop of a governance structure that does not provide for a traditional board of directors to oversee NaRRA. That the NaRRA lease was not required to go through public procurement or Cabinet approval means the ultimate overseer was the responsible minister, who happens to be the Prime Minister. This development is yet the most glaring example why the government can no longer scoff at calls for a proper, lawful oversight body. To its credit, following public outrage over the high rental cost, the government announced that it would scale back NaRRA's office space from two floors to one, which would potentially slash the rental amount by up to half. However, the Government says the downsizing will slow the rollout of reconstruction projects. That is a whole other story for another time. But in the meantime, what will now change in relation to the decision-making processes for NaRRA? In the absence of a board, it cannot be business as usual for the "responsible minister". With so much on his plate, the Prime Minister still has space for a slice of humble pie to correct this deficiency.

The Government needs to come clean on the decision to lease office space from the private sector to house NaRRA The legislation establishing NARA is clear. Section 4(4) says the Authority shall, where lawful and practicable, utilise existing capacity, resources and facilities in Government for its operations. So the questions are straightforward: What government-owned or already-leased facilities were considered? What efforts were made to find suitable public premises? And why is the Government now committing public funds to lease property at market rates from the private sector? This is particularly troubling at a time when so many Jamaicans are still struggling to recover from Hurricane Melissa with damaged homes, businesses and livelihoods still awaiting meaningful assistance. The Prime Minister’s suggestion that the arrangement may now be reviewed comes only after public outrage. But the issue goes beyond whether one floor or two floors will be leased. It is about accountability, responsible stewardship of public resources, and following the law. The Jamaican people deserve a full explanation.
