【警察の杜撰なドローン対策】
「アジア競技大会」の一部競技が開始されていた9月17日に名古屋官庁街でドローン無許可飛行を見逃した警察の稚拙で杜撰なドローン対策。C-UAS（対ドローン）システムを配備し、W杯期間中に720機以上の不正ドローンを押収したFBI（およびDHS）と大違い。#ドローン
再三だが、飛行禁止エリアを広げても不正ドローンを防止できず、C-UAS（対ドローン）システムを配備しない限り対策に成り得ない。今年のW杯でも証明された事実。W杯でFBIとDHSは720機以上の無許可飛行ドローンを押収。FBIとDHSはW杯に備えてC-UASシステムを導入していた。
大会期間中にC-UASシステムによって飛行禁止エリアで検出された無許可飛行ドローンは約1600機。FBIとDHSはこれらの不正ドローンの早期撃退、あるいは捕獲によって違法ドローンのスタジアム侵入防止に成功。重大インシデント発生をゼロに抑えた。FBIドローン対策訓練センター開設による訓練とC-UASシステム配備による成果。
「第20回アジア競技大会」の対象特別要人所在施設指定でドローン飛行禁止エリアを拡大してもドローンでの妨害・破壊工作を目論むテロリストにとって支障はなく、C-UASシステム配備しない限り対策は疎か抑止にすらならない。ドローン飛行禁止区域を広げただけという日本的性善説頼みのドローン対策に終始しないよう、適切なC-UASシステムを配置した対ドローン警備になっていることを期待したい。
ドローンによるテロ対策として規制強化するなら、北京市のように市内全域飛行禁止はもちろん、ドローン（UAV）および主要部品の販売・購入・持ち込み禁止くらい実施しないと効果はない。それでも、ロシア「Molniya」のように合板・発泡材・アルミチューブ等をガムテープで組み立てた低コスト一方向攻撃ドローンなどによるテロを規制だけで阻止することは困難と言える。
そもそもドローン対策するには先ずドローンを検出できなければ話にならない。空港などに設置されている一般的レーダーにドローン（UAV）、取り分け小型ドローン（sUAS）は映らない。日中なら肉眼でもある程度ドローンを確認できるが、夜間に肉眼でドローンを確認することは困難である。そのため航空機や星などをドローンと誤認したドローンパニックが欧米でよく発生している。
その代表的な事件が2018年ガトウィック空港ドローン事件や2024年ニュージャージー州ドローンパニック、2025年欧州ドローンパニックであり、一般航空機や警察ヘリコプター、果ては金星をドローンと誤認し、社会問題となる集団ヒステリーに陥った。デンマーク軍に至ってはヴィデロー航空の旅客機をドローンと誤認し、43発の実弾射撃する事件にまで発展している。
従って、ドローン対策するにはC-UASシステムが必要不可欠であり、その肝となるのがDTI（検出・追跡・識別）。何よりドローン検出が要諦となる。ドローンの検出は容易ではないので、特殊なレーダー、RF、EO/IR、音響などで多層検出しなければならない。
また、不正なドローンを検出できたなら、今度は対処しなければならない。テロなどの場合、不正なドローンを発見、C-UASシステムで操縦者の位置を特定して110番通報したとしても、そのときには攻撃は完了しており、犯人も逃走を開始している。
電子戦（EW）前提の現代においてテロリストが使用するような悪意あるドローンにジャミングは通用しない。市街地において二次被害を最低限に抑えつつ不正ドローンを無力化する最も確実な方法はネット（網）捕獲である。防空ネットランチャーやC-UAS迎撃ドローンによるネット捕獲によって、捕獲したドローン（UAV）から得られる情報を捜査に活用することもできる（ドローンフォレンジック）。
ドローンによるテロ対策を実施するにはDTIとM（対処）が必要不可欠だが、今回の規制強化でこれらが義務付けられた訳でも整備される訳でもない。イエローゾーンがどれだけ広がろうが、テロリストや犯罪者には全く関係ないことであり、抑止に成り得ない。要するに、警察などの法執行機関あるいは重要施設側がC-UAS（対ドローン）システムを導入しない限り、規制強化ではテロ対策にはならないのである。
然るに、規制強化ありきで誰一人としてドローン対策専門家のいない「違法なドローン飛行対策に関する検討会」有識者検討会でアリバイ作りだけした警察庁。「改正ドローン規制法」は本来であれば法執行機関が整備すべきC-UASシステムによる公共安全からの責任逃れであり、ドローンによるテロ対策として意味のない全く以て目的と手段がでたらめな規制だ。その結果もたらされるのは国内経済活動に対する余計な負担の強要だけとなる。
