Bigger picture: also puzzling and concerning that Governor McKee did not conduct a cost analysis to determine what the state actually netted from truck tolls. Aren't the House and Senate Finance Committees - not to mention the public! - entitled to clarity on this?

RI has the 2nd-highest electric rates in the country.
Five charges on your bill have nothing to do with generating electricity. Move them to the general fund → ~20% cut.
Let Rhode Island Energy buy the cheapest power on the ISO spot market → another ~27% cut.
Clear River Energy in Pascoag has none of the legislative mandates and charges roughly half what RI Energy does. Apply the same rules → ~50% cut.
We don’t have to guess.

With the $19M addendum that Gov McKee signed in January, RI's truck toll program is currently in the red $5.4M. Meaning the state has spent or committed more on the program than it took in.
