DI Cabinet approves proposal that would move men's soccer to a two-semester playing season. Because it passed with less than 75% of the vote, the proposal will now go to a 30-day rescission period, during which eligible DI schools or conferences can submit a vote to defeat the new rule. If two-thirds of the eligible members do not vote to defeat it, it will subsequently take effect.
The Cabinet's vote is not final until its meeting concludes later today.

Statement from NCAA President Charlie Baker about the Protect College Sports Act:
"Student-athletes from across the country and all three NCAA Divisions worked hard to get on this legislation moving and thanks to their advocacy, the bill just received a massive, bipartisan vote in the Senate. The NCAA thanks the many senators who sponsored this bill – including Senators Cruz, Cantwell, Schmitt and Coons – as well as the many other senators who voted for the bill, for their bipartisan effort to protect this uniquely American tradition of college sports in the decades to come. Now the bill moves to the U.S. House of Representatives and there is much work left to do to ensure student-athlete benefits are codified into federal law and future generations of young people can access those benefits and use college sports as the launching point for their careers.”
NCAA statement:
The Tenth Circuit’s decision to stay the preliminary injunction issued by a Colorado federal district court judge in Wisne permits Division I to return to the status quo before the district court intervened. Effective immediately, the age-based eligibility rules will be implemented as the Division I membership intended.
Class members who were allowed to compete because of the Wisne injunction are no longer eligible to compete.
The Association will separately continue to defend other similar putative class action lawsuits and the state court cases that have been filed by former student-athletes seeking additional eligibility and expeditiously appeal any cases where former student-athletes have, or will, be granted additional eligibility through separate state court rulings. We are encouraged by the Ohio Court of Appeals’ decision to stay the first of those injunctions pending our appeal.
Institutions will not have violations for any class members who were allowed to compete consistent with the scope of the Wisne injunction prior to the stay being granted, and those former student-athletes are no longer eligible under the Wisne injunction. Staff will continue to process any hardship waivers or season of competition waivers submitted for a class member by the July 31, 2026, deadline.
FBS Oversight Committee approves legislation to modify football calendar.

Not a quiet Friday for our compliance pros!
Statement from NCAA Chief Legal Officer Scott Bearby:
The Tenth Circuit has ordered expedited briefing on our request for a stay pending appeal. The deadline for the class members to file a response to the emergency motion is Friday, August 14. The NCAA's reply brief must be filed no later than Monday, August 17. In the meantime, the Wisne injunction remains in effect.
The Division I Cabinet, including its student-athlete members, carefully considered whether to make the age-based eligibility rule apply retroactively, and decided that doing so would not be in the best interest of all current and future college athletes. We stand behind and will continue to fully defend the membership's decision. The injunction should never have been granted, and we have asked the Tenth Circuit to permanently reverse it.

Judge Sweeney has issued an order clarifying the scope of the injunction issued Friday night.
In doing so, she clarified that her injunction ONLY grants athletes in the class a fifth year. It *does not* enjoin transfer rules, roster caps, rev share caps, etc.
That feeling when you file your last ever clock extension waiver. Be sure to get them in before tonight’s deadline!
Thank you to @Aj_Oliver14 for your leadership this past year!
Now it's time to welcome @Saintenotsaint as the 2026-27 NAAC president.
