Yesterday, we held a community dialogue at Kyampisi Sub-county Headquarters in Mukono, in partnership with @NGObureau , to discuss CSO governance and compliance at the Local Government level.
The dialogue focused on the challenges NGOs and CBOs face in meeting regulatory requirements and completing the registration process. Participants also examined how local authorities can better understand the role of NGOs and engage with them, as well as how communities perceive and appreciate the work NGOs do.
The dialogue also provided an opportunity to identify ways NGOs and CBOs in the area can better communicate their impact and engage communities to strengthen trust, ownership, and appreciation of their work.
Kyampisi has an established Sub-County NGO Monitoring Committee (SCNMC), a positive step in local oversight. However, the committee lacks an NGO representative as required under the NGO Act, Cap. 109.
Following the dialogue, local leaders committed to formalise the committee’s operations and appoint an NGO representative. This will give NGOs a voice in the committee’s work, address gaps in local oversight and compliance, and foster better relations between local authorities and NGOs.
While addressing how NGOs can rectify non-compliance before sanctions are imposed,AC Inspection and Compliance-Ms Martha Oundo explained that whenever the Bureau identifies non-compliance,it first issues a notice to show cause.

He commended the sector for improved compliance with NGO compliance rising from 26.8% in 2016 to 62.4% today.

Yesterday, together with @NGObureau and with support from @IrlEmbUganda, we held a community dialogue in Mukuju sub-county, Tororo, as part of our initiative to strengthen relations between civil society and local government leaders responsible for #NGO oversight at the grassroots.
The dialogue sought to raise community awareness of the work of #NGOs and assess how well residents understand and appreciate the contribution of organisations within their communities.
We also assessed the composition and functionality of the Sub-county NGO Monitoring Committee, as provided for under Sec 21 of the NGO Act, Cap. 109. Following the dialogue, the sub-county leadership committed to formalise the Committee’s operations and appoint an #NGO representative to ensure that civil society has a voice in its work.
We aim to see stronger collaboration between #CSOs, Local Government and communities, with functional monitoring committees that promote accountability, support #NGO compliance and create an enabling environment for civil society to serve communities effectively.
