Your penny plan is trying to plug the leaky dam with your finger. The ONLY solution is massive cuts to welfare programs. We would still have a deficit if you cut the entire discretionary budget and disbanded the military
Raising taxes will not fix a spending problem. Washington has already pushed the national debt past $40 trillion, and continues borrowing.
