The only country that Ukraine could get actual security guarantees from is Russia, and the only condition for it is just not being a dog of the Western empire. Just look at Belarus. Imagine how much you'd have to suck а$$, that even the country who invested billions in your anti-Russian policies over the past 80 years didn't want you to have these nukes.
