Cake story continues: The entire tender process, from publication to financial bid opening, took less than seven days. Does @CMOTamilnadu know that there’s a Tamil Nadu Transparency in Tenders Rules, 2000 ? Under Rule 20 there is a specific timeline allowed for such short tender notices - a 15-day period (for under Rs.10 crore) from publication in the relevant Tender Bulletin or newspapers, whichever is later, NOT from the portal upload date.
Why was this rule flouted @TVKVijayHQ ?

Incredibly, financial bids were opened by 6:35 pm, I am told ! Am I wrong, paid trolls ?
If I am correct, then, the interval between the opening of technical bids and financial bids was 7 hours and 35 minutes. Is this a record in Tamilnadu government for all time ?
Given that six bidders participated and two were reportedly rejected for sample nonconformity, the evaluation records should establish when and how samples were assessed.
(Why was the L4 leeway - calling the bidder for a very unusual meeting requesting him to match L1 - not extended to @Amul_Coop, an established player in the market across India and South Asia ?)
Can we have these details via your troll Army @TVKVijayHQ or will the government make available these details, @CMOTamilnadu ?

This was done by deliberately setting PQ as 45 gram per piece (tolerance of +/- 2 gram)! @CMOTamilnadu @AmitShah
Let me take this anonymous handle’s argument itself. What was the great hurry in shortening an already short deadline - which in itself is flouting the Transparency in Tenders Act?
How can a government casually flout its own transparency policy?
Why not repeal the TTAct before doing it the TVK way ?

This is utter nonsense from a @TVKVijayHQ supporter who is now justifying corruption in procurement of cakes by @CMOTamilnadu. (Check pattern of this anonymous handle and you will know what I’m talking about.)
Any one who has bid in the system knows the bids are collected in an excel sheet that is coded to advice bidders on what will be allowed in each cell.
Every bidder has to bit atleast 1,90,00,000 Grams. See the values entered and what happens subsequently. I can explain more with a power point if anyone in government wants to know how this tender was fudged. Interested ?

Hope Hon'ble Rail Minister @AshwiniVaishnaw will look into this. Today on the Mangala 'SF' Express (12617), catering staff were seen carrying tea bags in their pants pockets before serving passengers, which unfortunately appears to be a regular phenomenon. The video was shot by the complainant, Supreme Court lawyer @pvdinesh , highlighting the urgent need to strictly enforce standard FSSAI protocols for passenger health.

What is the point of etender if you have planned anyway to renegotiate and cut L1's legitamacy itself ?
More questions:
1. Was the original L1 bidder given the first opportunity to supply the entire tender quantity?
2. Was L1 asked to confirm its maximum production and delivery capacity?
3. Were all other technically qualified bidders invited to match the L1 rate?
4. Was the allocation formula specified in the tender before financial bids were opened?
5. Were the reasons for allocating 54.23% to L4 documented and approved by the competent authority?
