#TeamGallagher is excited to connect with you here and share updates from Washington and across California's 1st District. Thanks for following as James and our team work to serve the North State and fight for our communities.
BIG NEWS for the North State! 💧
After years of hard work, Sites Reservoir has cleared a major hurdle with the approval of its water-right permit!
The late Congressman Doug LaMalfa and I have fought to move this project forward, helping secure state bond funding through Proposition 1 and federal support, while pushing agencies to get the necessary approvals across the finish line.
This milestone is the result of years of persistence and cooperation with local water leaders and stakeholders who never gave up on this project.
Sites Reservoir is a major investment in our region's future, strengthening our water supply and helping Northern California prepare for future droughts.
Let's get it built!

While last night’s election did not go the way we had hoped, my commitment to the North State has not changed.
It has been an honor to serve the hardworking people of Northern California, and I intend to make every remaining day in Congress count.
There’s still work to be done, and I’ll keep fighting for the families and communities I’m proud to represent.

More than $1 million were wagered during the 2025 Los Angeles wildfires on prediction markets, with bets ranging from how long the fires would last to which neighborhoods would burn down.
No one should be able to profit off that kind of tragedy.
I introduced the bipartisan No Bets on Wildfires Act with @RepGallagherCA1, @RepSalinas, and @RepVinceFong to ban betting on wildfires and stop anyone from profiting off the destruction of our communities, the loss of lives, and the sacrifices of our firefighters.
Investing in our water infrastructure is an investment in the North State’s future. Protecting the water rights and resources is important for ensuring that our communities have the support they need for generations to come. The Water Resources Development Act is a crucial step in strengthening water resources and improving existing infrastructure to fit the needs of our community.
It’s Election Day, California! 🇺🇸🗳️
Your voice matters, and voting is one of the most important ways to make it heard.
Polls are open today! If you haven’t voted yet, find your polling location and make your voice count.

Wildfires that destroy communities and devastate families aren’t a game, so they shouldn’t be treated like one.
The No Bets on Wildfires Act seeks to put a stop to prediction market betting on these disasters, because no one should profit from someone else’s lasting scars.

A little bit of the North State, a little bit of Washington, and a whole lot of work for California's 1st Congressional District.
Proud to represent the place we call home!
Rural America deserves a seat at the table in Washington!
For too long, communities like ours in the North State have been overlooked by federal policies that fail to account for the challenges facing rural families.
That's why I joined @RepThompson to introduce the bipartisan Revitalizing Rural America Act, legislation aimed at strengthening rural healthcare and making federal resources more accessible to small communities.
Our rural communities are asking for help, and Congress has a bipartisan solution.

Billions of dollars in questionable Medi-Cal billing, and California taxpayers deserve answers.
An audit has raised serious concerns about how taxpayer dollars are being spent, and I'm demanding accountability.
Every dollar lost to waste or improper payments is a dollar that could be helping Californians who depend on these services.
Governor Newsom's administration needs to answer for these findings.

Human traffickers are increasingly exploiting artificial intelligence and online platforms to target and exploit vulnerable individuals, especially children.
I introduced the Countering Online Trafficking Act to ensure the U.S. Department of State has the technical expertise needed to identify and combat AI-facilitated trafficking.
If gaps exist, this legislation requires a plan to address them. We must hold traffickers accountable and protect our children from exploitation.
Californians are tired of sky-high electricity bills. It’s time to give hardworking families some relief.
My Affordable Power for Host Communities Act would provide a 20% discount on utility bills for communities in California counties that host major electric generation facilities. North State communities help power California and deserve to see a direct benefit. That’s why I’m championing common-sense solutions like this that will lower energy costs and deliver real savings. Period.
No family should have to endure the heartbreak of losing a beloved pet because of a pet boarding facility’s negligent care. Our pets are family and they deserve protection.
I’m proud to partner with Madeleine White and @andrewfedyk to introduce Dunkin’s Law. This legislation strengthens federal protections for companion animals and holds negligent pet facilities accountable.
Thank you Maddie and Andrew for turning their heartbreaking loss into a fight for change.
Dunkin’s story has reached pet owners across the world and we are seeing support from Australia to America. Globally, we will continue to work to make sure our pets are protected and those entrusted with their care are held accountable.

I recently joined KKXX Radio to discuss the issues that matter most in the North State. The House recently passed WRDA, which advances $160 million in water infrastructure investments for Northern California. This bipartisan legislation includes major priorities I fought to secure, including:
- Better water management at Shasta Dam
- Expediting flood-control improvements at Five-Mile Basin
- Advancing flood protection along the Palermo Tributary
Water is the lifeblood of Northern California.
I'm proud to deliver results for the North State.
Illegal marijuana grows are overwhelming local law enforcement and threatening communities across the North State. I’m calling on the FBI to help investigate transnational criminal organizations operating thousands of illegal grows across North State counties.
These criminal operations demand a coordinated federal response to hold bad actors accountable and protect our communities.
The North State deserves safe communities and the resources needed to take on organized crime.

Our pets are family, and they deserve to be protected.
The discovery of 117 dead dogs in Humboldt County is heartbreaking and underscores the need for greater accountability when animals are entrusted to the care of others.
That’s why I introduced Dunkin’s Law — legislation to strengthen protections for dogs and cats by recognizing them as sentient beings and giving pet owners a path to seek justice when their animals are neglected or killed while in the care of pet boarding facilities.
Our pets deserve protection and their families deserve a path to justice.
Things scarier than Halloween:
•Government Waste
•Socialists in Congress
•A Gavin Newsom Presidency
Don’t worry, we will keep the Republic. Happy Halloween! Stay safe and have fun.
This morning, I had the chance to talk about the Affordable Power for Host Communities Act with KPAY radio.
This act aims to bring cost relief to those who live in power-generating communities, because the people who help power or state shouldn’t be the one paying the price.
Great meeting with Holt of California to discuss the challenges facing our North State businesses and agricultural producers.
From skyrocketing fuel prices to burdensome CARB regulations, California is making it harder and more expensive to do business. We also discussed the need for fair trade policies that give American farmers a level playing field against foreign competitors.
Our businesses deserve better than endless regulations and rising costs. I'll keep fighting for commonsense solutions that help them succeed.
They’re more than just property, they’re our pets.
I had the chance to speak with @OANN about Dunkin’s Law, which seeks to provide a path to justice for families who have lost their dear pets due to pet-care facility negligence.
We will continue to fight for accountability and ensure that families have a voice when the unthinkable happens, because our pets deserve to be treated with the care they deserve.
Yesterday, I introduced the Countering Online Trafficking Act, legislation to strengthen the federal government's ability to combat human trafficking as criminal organizations keep exploiting AI at the cost of vulnerable individuals, especially children.
As a member of the House Foreign Affairs Committee, I am committed to ensuring that the children in our communities are safe, secure, and free from the horrific threat of human traffickers from around the globe.
The State Department’s 2025 Trafficking in Persons Report warned that artificial intelligence can be used to expand the grooming of potential victims, allowing traffickers to exploit vulnerable individuals on a larger scale.
We must stay ahead of these threats, and keep working to protect those at risk.
