Despite what anyone will tell you, it never really stopped.
But, as many people did bail out for a quick buck elsewhere, @AngusDurrie is trying to recoup some of the losses while working on other things at the same time.
Runechain is built by real working developers, not people doing this is in their spare time.
Development costs real hours, and those need to paid for by something.
So, yes, its slowed to a trickle, but it hasnt stopped.
The moment people get back in development will pick up pace accordingly.
