Actually, it appears it is 2 seperate maps, with the larger white map being of the Colombian-Peruvian Border, while the smaller map of the Peruvian coast is separate.
I was under the original impression that the smaller one was an insert to the larger map.
During Donovan's visit to Peru, the U.S. & Peruvian delegation studied a map of the VRAEM region.
In my analysis, it appears that they were looking at what seems to be the Mantaro River border between the Departments of Junín & Huancavelica. (Although I am not 100% certain.)
