How can European countries prevent cheap drone interference from becoming a normalized instrument of pressure against Europe?

🚁 Drone proliferation: Is Europe’s security governance keeping pace with the evolving threat?
Russia’s war against Ukraine has accelerated the development and proliferation of low-cost, dual-use drone technologies, creating new challenges for European security, arms control and non-proliferation.
But strengthening counter-drone defences alone is not enough.
📄 In the latest EU Non-Proliferation and Disarmament Paper (No. 102), “Countering Drone Proliferation from Russia’s War Against Ukraine: Implications for Arms Control and Security Governance”, @DominiKunertova, (@BelferCenter, @prcprague, @AtlanticCouncil), examines the growing security implications of drone proliferation.
🔎 The paper identifies three key challenges requiring greater attention:
- Arms trade regulations: Existing reporting and transparency mechanisms have struggled to keep pace with the emergence of new lethal drone technologies.
- Airspace governance: Drone incursions, ambiguous attribution and inadequate coordination increase the risks of miscalculation and escalation.
- Dual-use export controls: Opaque supply chains and sanctions evasion facilitate the illicit proliferation of drone technologies.
💡 The author outlines policy recommendations for the EU and European governments to strengthen arms transfer transparency, improve airspace governance and close gaps in dual-use export controls.

Evidence points to integrated resilience investments. With SIPRI researcher Dr. Simone Bunse, partners explored how locally led, multisectoral programming strengthens communities and supports resilient development and lasting stability.
‘The increasing reliance on EBOBMs is one way in which two very concerning trends—the weakening of democratic controls and rising insecurity—can be mutually reinforcing. Strengthening the role of parliaments in overseeing military budgets can be an entry point to control this potentially dangerous interaction’—Read more 🔗 bit.ly/4AnAg6c
Strengthening the military capabilities of EU🇪🇺 partner states, including by providing weapons, has become an important element of the EU’s approach to peace and security over the past 5 years.
