1. It makes it way more of a crapshoot.
2. Will definitely curb tanking as there's little incentive to move up or doen.
3. You will see a lot of really bad teams plummet in the lottery. The worst teams won't get the top picks and I think that's fine. GMs/owners abused the current system by tanking, so losing altogether carries almost no benefit
