🚨 BREAKING: PARLIAMENT APPOINTS DR. MUGABO DIRECTOR IPS
Parliament has appointed Dr. Br. Augustine Mugabo as Director of the Institute of Parliamentary Studies.
He had been serving as Sergeant-at-Arms.
Dr. Mugabo served as St. Henry's Kitovu H/M before joining Parliament.

🚨 Parliament Appoints Dr. Augustine Mugabo as Director of Institute of Parliamentary Studies
Parliament of Uganda has appointed Dr. Br. Augustine Mugabo, the former Sergeant-at-Arms, as the new Director of the Institute of Parliamentary Studies (IPS).
The appointment, announced on October 23, 2026, marks a new chapter for Mugabo, who brings years of experience in education, leadership and parliamentary service.
Before joining Parliament in late 2024, Mugabo served for 18 years as headmaster of St. Henry’s College Kitovu, where he gained extensive experience in educational administration and institutional leadership.
A Catholic Brother with a doctorate, Mugabo also served as Parliament’s Sergeant-at-Arms, a role that placed him at the centre of security operations within the parliamentary chambers, particularly during tense incidents.
His appointment comes as Parliament moves to revive the Institute of Parliamentary Studies, which was established in 2012 but closed in 2021.
The institute is expected to strengthen the capacity of Members of Parliament and parliamentary staff through training, research and professional development, with support from Germany in legislative capacity building.
The revival initiative, outlined in September 2026, is aimed at enhancing parliamentary performance, improving legislative research and equipping legislators with the knowledge and skills needed to effectively execute their duties.

. @KawalaRachael "Police at Kabalagala have registered a case of suspected murder involving Matovu Moses, a musician with Afrigo Band.
Moses was allegedly attacked this morning 24.09.2026 by unknown assailants at Kibuli Market Zone B, in Makindye Division, Kampala District. He was rushed to Kibuli Hospital for medical attention, where he later succumbed to his injuries.
Our task team is currently at the scene conducting investigations to establish the circumstances surrounding the incident. Efforts are also underway to identify and apprehend the suspected assailants.
More details will be shared as the investigation progresses.

We honour you, Gen Elly Tumwine!
Over a career spanning more than 40 years, General Elly Tumwine was renowned as a National Resistance Army war hero. He served as Army Commander, one of the army representatives to @Parliament_Ug , Chairman of the @MODVA_UPDF General Court Martial, and a minister in President @KagutaMuseveni’s government.
Born in Burunga, Mbarara District, on 12 April 1954, Elly Tumwine attended Burunga Primary School, Mbarara High School, and St. Henry’s College Kitovu. He died on 25 August 2022.
Gen Elly Tumwine, RO-0023, is also remembered for firing the first shot of the revolutionary war during the attack on Kabamba Barracks. On 15 September 2026, we shall honour his contributions to Uganda and the region as we celebrate President Museveni’s 82nd birthday at @Onc_nrm1 Headquarters.
