A new Cosmos Hub governance proposal is live!
The proposal asks the Cosmos Hub multisig that holds recovered ATOM from the @neutron_org incident to send the ATOM to the Neutron Recovery multisig, so it can be distributed to impacted users.

12 of 14 assets gained this week. AKT pulls ahead at **+61.56%** since January, TAO reaches **+26.53%**, and FLUX climbs back. Yet even the week's strongest rebound has not erased AVAX's losses…

A few days ago I called this @JunoNetwork Prop 16 all over again. Now the @neutron_org exploiter is essentially arguing: you may hate how I got the cosmos:native, but it happened under another chain's rules, and reversing it wasn't the Hub's job.
The sequence:
Neutron governance passed the proposal that gave him admin control over Astroport and Drop contracts. He used that authority to drain them. @cosmoshub validators halted the Hub and moved ~1.2M ATOM off his address before restarting. Now Prop 1056 asks Hub governance to reverse that.
Except it doesn't return that ATOM. It asks the community pool for 1.721M ATOM, 494K more than was removed: ~1.221M as the "refund," plus 500K as a "Justice Bounty" for YES voters.
The voter payout and two-year staking lock exist only in the proposal text. The transaction sends the full amount to his address.
YES voters would then have to trust him to pay them. Nothing in the transaction guarantees that distribution happens.
So Neutron governance created the outcome. Hub validators intervened against the proceeds. And the exploiter is now asking Hub governance to pay him to undo the intervention, with a bounty for the voters who side with him, drawn from the pool those voters govern.
Cosmos governance remains undefeated at turning political disagreement into eligibility criteria.
