30 MINISTRIES PROPOSED UNDER NEW GOVERNMENT STRUCTURE
By Mike Mwendachabe
Government has asked Parliament to approve a proposed realignment of ministries that would result in a structure of 30 ministries aimed at improving efficiency and public service delivery.
President Hakainde Hichilema has written to Parliament seeking approval for the proposed establishment, merger and dissolution of Government ministries under Article 92(2)(d) of the Constitution.
Vice President W.K. Mutale-Nalumango is expected to move a motion in Parliament seeking approval for the proposed changes.
The realignment is intended to improve the operations of Government and ensure that its structure supports the Grow Zambia Agenda and better public service delivery.
The proposal, contained in a notice of motion in the Supplement to the Votes and Proceedings of October 23, provides for 30 ministries, with some existing portfolios proposed to be divided into separate ministries.
Under the proposal, the existing Ministry of Energy would be separated into the Ministry of Electricity and the Ministry of Petroleum.
The current Ministry of Commerce, Trade and Industry would be reorganised into three ministries: the Ministry of Trade and Exports, the Ministry of Industry, and the Ministry of Small and Medium Enterprise Development.
In the education sector, the proposed structure provides for a Ministry of Education and a separate Ministry of Skills and Higher Education, while the Ministry of Technology and Science would remain a distinct portfolio.
The existing Ministry of Infrastructure, Housing and Urban Development would be divided into the Ministry of Infrastructure and Urban Development and the Ministry of Housing. The Ministry of Lands and Natural Resources would also become the Ministry of Lands.
The current Ministry of Youth, Sport and Arts would be separated into the Ministry of Youth and Sports and the Ministry of Culture and Arts.
The 30 proposed ministries are Defence; Home Affairs and Internal Security; Foreign Affairs and International Cooperation; Finance and National Planning; Agriculture; Fisheries and Livestock; Trade and Exports; Industry; Small and Medium Enterprise Development; Mines and Minerals Development; Electricity; Petroleum; Tourism; Transport and Logistics; Infrastructure and Urban Development; Housing; Lands; Water Development and Sanitation; Green Economy and Environment; Health; Information and Media; Education; Skills and Higher Education; Technology and Science; Local Government and Rural Development; Justice; Labour and Social Security; Community Development and Social Services; Youth and Sports; and Culture and Arts.
The proposed structure also outlines the responsibilities and statutory institutions that would fall under the respective ministries and the offices of the President and Vice President.
The motion is scheduled for consideration by Parliament on Tuesday, October 27, 2026.
The proposed changes have not yet taken effect, as Parliament is being asked to approve the new structure.

It's allowed to use your head in FOOT BALL.
🚨 Ronald Araujo on the viral video of him clearing the ball with his head against Brighton.
Reporter🗣️: There’s a clip going around of you clearing the ball with your head from a long way out during that scramble. What was going through your mind?
Araujo🗣️: “I didn’t even realise it looked like that until I saw the video after the game. In the moment the ball was just there and Brighton were pushing, so I had to get it away however I could. My first instinct was to head it clear before anyone could get a shot away.
“Everything was happening so fast. Players were falling around me and the goalkeeper was coming out, so I just went for it. I knew if I didn’t get a good connection on it they could’ve scored, so I made sure I got enough on the header to send it out of the danger area.
“It’s funny seeing it go viral now because at the time I was just doing my job. I didn’t think it was anything special, I just wanted to protect the goal. As long as it stayed out, that was all that mattered to me.”
This is a very interesting legal and Constitutional argument. The legal part adds credence to my plea to Govt not to pay attention to the Consortium of 24 CSOs and individuals. I'm not sure how the Constitution can add credence to my argument, but I do believe Winter is right.

It's actually heart-warming to see how HH and ED have mended fences and become very good friends.
You can choose your friends, but you can't choose your neighbours, so an adage goes.
He's not a politician. Rights activists won't raise eyebrows for this detention which is police bondable. Ordinary citizens account for 99.99% of our population, while politicians account for a negligible 0.001%, yet they'll attract so much noise.

Now let me explain this to naysayers; Mapping a country like Zambia in high resolution offers critical advantages across economic, environmental, and social sectors. High-resolution geospatial data transforms how a developing nation manages its resources and plans for the future.
Any debate, any objection??
Non. Bally's appointment is in the affirmative.
Now here's the interesting bit. If anyone has cared to pay attention, no matter how much they tell mummy that Bally is fighting, mummy will still buy Bally ice cream. If you know what I mean.

How they forget so easily that it's Carrick who gave them a chance at Champions League football this season. In the EPL, they even did a double on Liverpool since 2000 years ago.
"But you also fired Slot after winning you the title."
Ye, b'coz we are Liverpool.
Open letter to @ManUtd:
The time has come. Enough is enough. Michael Carrick must be removed as manager of Manchester United immediately.
For too long have watched this once-great club slide into mediocrity, embarrassment and chaos. Results have been poor, performances have been lifeless, and the direction of the team is nowhere to be seen.
The players look lost. The fans are furious. And still, nothing changes.
Let us be clear: the blame does not fall solely on Carrick. The owners must finally take responsibility for the disgraceful way this club is being run.
Years of mismanagement, poor decisions and a complete lack of ambition have brought #MUFC to this point. The rot starts at the top. While the supporters suffer, those in charge continue to treat the club like a business rather than a football institution with a proud history and a global following that deserves better.
Manchester United fans do not deserve this. We have stood by this club through the good times and the bad. They fill Old Trafford week after week, they travel across the country and across Europe, and defend the badge with everything they have. In return are given broken promises, repeated failures and a team that no longer represents what this club is supposed to be.
Worst of all, it is now affecting the next generation fans. Children who grew up dreaming of wearing the red shirt are going to bed in tears. They are asking their parents why their team keeps losing, why nothing ever seems to get better, and why the club they love feels so far away from what it once was. It is heartbreaking. It is unacceptable. And it has to stop 💔
This is not just about one manager. This is about the soul of the club. The fans demand change. They demand accountability. They demand that the owners act before more damage is done to a name that once stood for excellence.
Remove Michael Carrick. Take responsibility. Give the fans the club they deserve again.
The time for excuses is over. The time for action is now.
This marks a century of excuses that I've read in the last 12hrs.
According to my source, Matheus Cunha had an altercation with Michael Carrick last night at half-time, and what followed created serious friction in the dressing room.
Cunha’s frustration stemmed from what he perceived as a lack of collective effort. He reportedly argued that the team wasn’t functioning as a unit, with some players working hard while others were strolling around the pitch.
Not everyone took kindly to that assessment. Some players reportedly felt Cunha was disrespecting them by suggesting they weren’t giving their best.
Cunha also questioned the decision to play Bruno Fernandes as a false nine. His argument was that the system wasn’t working because there was nobody occupying the right positions to receive the ball in the final third. He reportedly urged the coaching staff to make a tactical adjustment.
Bruno wasn’t happy with that criticism. He responded angrily, insisting he was simply carrying out the manager’s instructions.
Things escalated from there, with several players, including Bruno, confronting Cunha over what they perceived as him blaming individuals rather than accepting collective responsibility.
Carrick was unhappy with the situation, and this is said to have contributed to his decision to substitute Cunha.
My source also claims the dressing-room tension affected the team’s performance in the second half, which is why they conceded three more goals, because they were not in the right frame of mind.
Michael Carrick has not only lost the dressing room; the players have also lost trust in each other.
Crazy times at Manchester United.
